Uttarakhand NEET PG counseling 2025 has begun its process for admission into MD, MS, PG diploma as well as DNB courses across the state in Government and Private Medical Colleges. The counsling being performed by the  Hemwati Nandan Bahuguna Uttarakhand Medical Education University (HNBUMU) Dehradun for the academic session of 2025-26.

Registration is open to all qualified NEET PG 2025 candidates who meet state eligibility criteria set by the Government of Uttarakhand. Only registered candidates can take part in Round 1 of counseling.

The online registration and a security fee will be done for the first round of counselling from November 6, 2025 (9:00 AM) to November 9, 2025 (5:00 PM) on official website (https://hnbumu.ac.in/). Candidates are required to pay a non-refundable registration fee of Rs.6,500 through online mode using a credit/debit card or net banking. The registration fee will remain valid for the first and second rounds of counselling.

The centralized counselling will cover State Quota and All India Open Quota seats in Government and Private Medical Colleges of Uttarakhand and Post MBBS Diploma/DNB seats reserved for in-service Medical Officers of PMHS Uttarakhand. There are approximately 5 postgraduate medical colleges in Uttarakhand offering approximately 457 PG seats for admission through NEET PG Counseling 2025.

This process ensures a transparent and merit-based admission to postgraduate medical programs based on the NEET PG 2025 merit list, the government’s criteria, and the university process.

Uttarakhand NEET PG Counselling 2025 is open to candidates who meet the eligibility norms set by the Government of Uttarakhand and the Hemwati Nandan Bahuguna Uttarakhand Medical Education University (HNBUMU). Candidates must qualify NEET PG 2025 and fulfill specific conditions based on the category of seats they are applying for. Uttarakhand NEET PG Counselling 2025 Counselling Procedure

The process includes registering, uploading documents, paying fees, filling in your choices, getting allocated a seat and reporting to the allotted College Hello. Following is an overview of the counseling procedure in a step-by-step fashion.

Step 1: Register Online

  • Counseling will take place in online mode only.
  • Candidates will need to register online using their NEET PG 2025 Roll Number and a mobile number for verification purposes.
  • Only candidates who register will be allowed to participate in that round of counseling. Registration is temporary until the candidate completes each of the steps, including data entry, uploading documents, paying fees (registration and security), and locking in their choices.

Step 2: Paying Fee

  • Candidates will be required to pay the registration and security fees, must be paid online by debit/credit card or through net banking. 
  • Only after successful payment, candidates will become eligible for choice filling and seat allotment.

Step 3: Uploading Documents

Candidates will be required to upload documents through the registration process, as the following documents are needed;  

  • N.O.C. from D.G. Health & Family Welfare for candidates who qualify under PMHS; 
  • Certification the candidate has worked in difficult areas if applicable, 
  • N.O.C. from their parent department for in-service candidates other than PMHS.

Step 4: Choice Filling and Locking

  • Candidates can fill fresh choices in each round of counselling.
  • Preferences should be arranged in order of priority and eligibility.
  • Choices once locked cannot be changed.
  • Candidates are advised to carefully avoid selecting any college, quota, or course they do not wish to join, as allotments cannot be altered once made.

Step 5: Seat Allotment

  • Seat allotment will be done based on NEET PG 2025 merit, preferences submitted, and seat availability.

Key points to note:

  • Round I – Free Exit Round: Candidates who do not report/join the allotted college will not be penalized.
  • Round II & III – Exit with Forfeiture: If a candidate does not join the allotted seat, the security deposit will be forfeited.
  • Candidates can resign from Round I or II seats before Round III begins (with forfeiture of security money).
  • If upgraded, the previous seat is automatically cancelled and allotted to the next eligible candidate.
  • No withdrawal or resignation is allowed after Round III.

Step 6: Reporting to Allotted College

  • Candidates who have been allocated a seat should be physically present at the college that has been assigned to them together with all original documents for verification purposes.
  • The college will proceed to verify the documents, complete the process of admission to the course and update the admission status on its own online dashboard.
  • Candidates will not be permitted to be represented by anyone, including their guardian.
  • Candidates will be required to submit a duly attested/practice Uttarakhand Medical/Dental Council registration or an affidavit declaring that they will obtain one within 2 months of admission.

Step 7: Withdrawal and Subsequent Rounds

  • Candidates who withdraw, or fail to report in Round I will be eligible to continue in Round II and Round III.
  • If a candidate is allocated a new seat, the previous allocation will be deemed cancelled automatically and the previous allotment will be carried forward to the next allotment round, only if they are no longer being reallocated a new seat. If the candidate does not receive a new allocation, the candidate is entitled to retain the seat from the prior allotment.

Uttarakhand NEET PG Counselling 2025 Admission Fee Refund Policy

If a candidate, as allowed by the counselling specifications, chooses to withdraw from admission at the allotted college, the candidate must inform the Counselling Board through the Principal of the concerned college.  The request for withdrawal will only be processed if expressly approved by the Counselling Board.

If the Counselling Board accepts the withdrawal of the candidate, he/she shall be eligible for a refund of the fees deposited, after deducting Rs. 6,000 as processing/facilitating charges. 

the college administration will deduct fees for any services used by the candidate, such as hostel or mess services, based on actual usage or a reasonable approximation.

This will ensure the process is fair, transparent, and accounts for the administrative and service-related expenses incurred during the admission process.

Uttarakhand NEET PG Counselling 2025 – Reservation Policy

The reservation policy for Uttarakhand NEET PG Counselling 2025 will be based on the rules laid down by the Government of Uttarakhand at the time of counselling. If the State Government later changes or modifies the policy, the latest policy will apply.

Reservation benefits are only applicable to State Quota seats and will be implemented college-wise. No reservation will be applicable to All India Open Quota seats.

3. Important Instructions for Reserved Category Candidates

  • Candidates belonging to SC/ST/OBC (Non-Creamy Layer) categories must upload a valid caste certificate and domicile/permanent resident certificate from competent authorities of Uttarakhand.
  • At the time of admission, candidates must produce original certificates. Failing to provide original certificates will result in treating the candidate Unreserved (UR) after meeting other eligibility criteria.
  • OBC certificates (Non-Creamy Layer) are only valid for three years from the date of issuance. Candidates must ensure that their certificate is valid as of the date of counselling registration.

4. Reservation for Persons with Disabilities (PwBD)

  • 4% seats are reserved category-wise for PwBD candidates with Uttarakhand domicile.
  • Reservation will be horizontal, meaning PwBD candidates are also eligible for seats under their category’s open quota based on merit.
  • If no eligible PwBD candidates are available within the reserved category, the vacant seats will be allotted to Unreserved PwBD candidates.
  • The disability must be certified by an NMC-designated Medical Board as per NMC guidelines.
