West Bengal NEET UG Counselling 2026 will be conducted by the West Bengal Medical Counselling Committee (WBMCC) under the Directorate of Medical Education (DME), Govt. Of West Bengal for admission to the 85% State quota MBBS and BDS seats offered by the government medical colleges and 100% seats under the Management and NRI quota seats in the private medical and dental colleges in West Bengal. The entire counseling process is held purely in an online mode. The entire process is completely online.

West Bengal has 6,474 MBBS seats across 41 medical colleges and 613 BDS seats across 6 dental colleges available through this counselling. West Bengal NEET Counselling Eligibility Criteria

Basic Eligibility Criteria

To participate in West Bengal NEET Counselling 2026, you must:

• Have qualified NEET UG 2026 conducted by NTA
• Be at least 17 years of age by 31st December 2026 (date of birth must be on or before 01.01.2011)
• Have passed Class 10+2 or equivalent examination with Physics, Chemistry, and Biology/Biotechnology as subjects
• Have passed Physics, Chemistry, Biology, and English individually in the Class 12 examination
• Hold a Medical Fitness Certificate from a Registered Medical Practitioner in the format provided on the WBMCC counselling website

Domicile Rules for WB NEET Counselling 2026

West Bengal's domicile rule is one of the most specific in the country. For State Quota seats, either the candidate or his/her parent/s must be domicile in West Bengal. The domicile requirement is verified through specific proforma available on the WBMCC website.

Types of Domicile Proforma

Proforma a1: For candidates who have been residing continuously in West Bengal for at least the last 10 years as on 31st December 2025, AND who have passed both Class 10 and Class 12 from West Bengal.

Proforma a2: For candidates who have been residing in West Bengal continuously for at least the last 10 years as on 31.12.2025, BUT passed their Class 10+2 examination in 2026 from West Bengal. The Proforma a2 must be certified by the Head Master/Principal/Director/Head of the Institution from which the candidate passed 10+2.

Proforma b: For candidates who are NOT residing in WB continuously for the last 10 years (meaning they passed Class 10 or Class 12 or both from outside West Bengal), BUT whose parents are permanent residents of West Bengal with a continuous residence in WB for at least 10 years as on 31st December 2025.

District Domicile: A valid domicile certificate obtained from the West Bengal e-district portal is also accepted as proof of domicile.

Parent's ID Proof (for Proforma b):

If you submit Proforma b (parent's domicile), you must also produce any two of the following original ID proofs of the concerned parent at document verification and the ID cards must show a West Bengal residential address:

• Voter ID Card
• Aadhar Card
• Passport

Other-State Candidate Eligibility

Candidates who are NOT domicile in West Bengal cannot apply for State Quota seats, regardless of their caste or PwD status. However, they are fully eligible for:

• Private College Management Quota seats in WB, no domicile certificate required
• Allotment in Management Quota is based purely on combined NEET UG 2026 merit rank, there is no caste or PwD reservation in Management Quota seats

If a candidate has SC/ST/OBC/EWS certificate from another state, they are treated as Unreserved (UR) for West Bengal State Quota counselling. They can participate for UR seats in State Quota only if they have achieved the UR cut-off of 50 percentile. They can however participate in Management Quota as per their combined NEET rank.

Category and Reservation Rules

West Bengal has a unique OBC categorisation including OBC Category A (OBC-A) and OBC Category B (OBC-B), which is different from most other states. Here is how it works:

Caste Status Declaration:

During online registration on WBMCC portal, candidates can declare either:

• Open (Unreserved) category, OR
• OBC Category A / OBC Category B category

Important: SC/ST/EWS/PwD status cannot be declared afresh in WBMCC registration — it is carried forward from the NEET UG 2026 registration. Candidates who declared UR/EWS/OBC in their NEET form but hold a valid WB OBC-A or OBC-B certificate can declare OBC-A or OBC-B status in WBMCC registration.

OBC Certificate Requirements (West Bengal Specific):

• OBC certificate must be issued by authority in West Bengal only, certificates from other states not accepted for State Quota
• For claiming OBC-A or OBC-B reservation, a Non-Creamy Layer (NCL) certificate issued on or after 01.04.2026 by the same authority who issued the OBC certificate is mandatory
• Exception: If the OBC/OBC-A/OBC-B certificate itself was issued on or after 01.04.2026, a separate NCL certificate may not be required
• OBC-A or OBC-B candidates in the creamy layer are treated as Unreserved
• Caste Certificates are verified by officers nominated by Backward Class Welfare Department (BCWD), Govt. of West Bengal both at pre-choice filling stage and post-allotment admission stage

EWS Reservation:

Candidates belonging to the Economically Weaker Section (EWS) of West Bengal, who are domicile in WB, are considered as reserved category for WB State Quota seats. The EWS certificate must be:

• Issued by the appropriate authority in the format published on the WBMCC counselling website
• Issued on or after 01.04.2026 (fresh certificate required each year)

NRI and Minority Eligibility

NRI / OCI / PIO Quota:

• NRI Quota seats are available in Private Medical Colleges in West Bengal only
• Eligible candidates: NRI (Non-Resident Indian), PIO (People of Indian Origin), OCI (Overseas Citizen of India)
• Must have qualified NEET UG 2026 with the same cut-off percentile as Management Quota
• A candidate opting for NRI Quota cannot simultaneously opt for State Quota or Management Quota
• NRI quota candidates go through a different process: no pre-choice fill-up physical document verification is required; they can directly fill choices after registration and fee payment
• However, final physical document verification happens at the admission stage at the allotted college, all original NRI documents are submitted there
• Documents as per MCC notice requirements are submitted at the allotted college under supervision of the Nodal Officer of a designated Govt. Medical College at Kolkata
• Admission is purely provisional until MCC New Delhi verifies the NRI documents through the concerned embassy/mission
• OCI card holders can also apply as Indian candidates if they prefer, once registered for NRI Quota, they cannot switch to State/Management Quota and vice versa

Minority Quota:

West Bengal does not have a separate state-level minority quota in WBMCC counselling. However, certain private minority medical colleges may have their own minority reservation as per applicable law, check individual college prospectuses for details.

Central Pool Seats:

Certain seats in Government Medical and Dental Colleges in WB are Central Pool seats:

• 3 seats in BMCC Burdwan
• 3 seats in BSMC Bankura
• 4 seats in NBMC Darjeeling
• 4 seats in Dr R Ahmed Dental College and Hospital Kolkata

These are filled by the Government of India from NEET UG 2026 qualified candidates belonging to families of terrorist attack victims/war victims/states or UTs without medical colleges. These are also outside WBMCC online counselling.

WB NEET Counselling 2026 Registration Process

West Bengal NEET Counselling 2026 registration is conducted entirely online at wbmcc.nic.in. The process is as follows:

Step 1 – Create New Registration

• Visit wbmcc.nic.in and click on "UG Medical & Dental" menu
• Click on "Candidate Registration and Login"
• Click on "New Candidate Registration" for first-time registration
• Read the Agreement Page carefully and click "I Agree" to continue

Step 2 – Enter NEET UG Details

Enter the following details exactly as they appear in your NEET UG 2026 Admit Card:

• NEET UG 2026 Roll Number
• NEET UG 2026 Application Number
• Candidate's Name
• Mother's Name
• Date of Birth
• Security PIN shown on screen

Click "Submit". If the data matches NTA's records, you proceed. Any mismatch will block registration.

Step 3 – Set Password

• Set a password as per the password policy displayed on screen
• Enter and confirm the password
• Click "Submit & Next"

Note: Keep your password strictly confidential. Neither NIC nor WBMCC is responsible for any mischief caused due to sharing of passwords.

Step 4 – OTP Verification

• An OTP is sent to the mobile number and email ID registered with NTA during NEET UG 2026 application
• Enter the OTP received via SMS or email, along with the security code
• Click "Verify & Final Submit"

Step 5 – Complete Application Form

After successful registration, click on "Application Form" and fill in:

• Religion and Caste Category - Select Open or OBC-A/OBC-B. SC/ST/EWS/PwD status is carried from NEET data.
• Bank Account Details - Upload a clear image of a cancelled cheque / bank passbook / online bank statement showing account details. This is used for any refund processing.
• Candidature Type Questions - A set of dynamic questions appears based on your domicile status, caste, NRI status, etc. Answer truthfully.
• Physical Document Verification Centre Preference - Select your preferred verification centre from available choices. The NIC software will assign a date and time slot based on this.
• Class 10+2 Details - Fill in your qualifying exam passing details
• Address and Contact Details - Enter current and permanent address and contact information

Step 6 – Preview and Final Submit

Preview all filled information carefully. If anything is incorrect, click "Previous" to go back and correct it. Once satisfied, click "Save & Final Submit".

Important: Registration can be unlocked and edited using the "Registration Unlocking" link but only until payment is completed. Once payment is made, no unlocking of registration details is allowed.

Step 7 – Fee Payment

After application submission, click "I Agree" and proceed to online payment. Fee is non-refundable and paid via credit card, debit card, net banking, or UPI.

Step 8 – Download Candidate Profile Letter

After successful payment, the Candidate Profile Letter is generated. This letter is important, it shows:

• Document verification centre name
• Date and time slot for physical document verification
• All transaction details

Download and print this letter. You must carry it to the physical document verification. Without this letter, no verification will be done.

Application Fee for WB NEET Counselling 2026

The counselling fee in WB is non-refundable and must be paid online only.

Note: For Management Quota, domicile certificate is NOT required. Management Quota seats have no caste or PwD reservation — allotment is purely merit-based.

For NRI Quota:

Documents as per the MCC New Delhi notice for NRI Quota seats. No pre-choice fill-up document verification, documents submitted directly at the allotted college under the Nodal Officer of a designated Govt. Medical College in Kolkata.

Self-attested photocopy: Carry one set of self-attested photocopies of all documents in addition to originals.

WB NEET Counselling 2026 Document Verification Process

West Bengal's document verification system is distinct from most other states. There are two rounds of physical document verification:

Round 1 – Pre-Choice Fill-Up Verification (Before Choice Filling):

• Happens at designated college-level verification venues
• Date and time slot for each candidate is specified in the Candidate Profile Letter
• Attendance is mandatory and physical, online/proxy attendance not allowed
• Original documents with one set self-attested photocopies required
• After successful verification, the college hands over a server-generated verified certificate, collect this without fail. It is also available in your candidate login.
• A provisional list of successfully verified candidates is published on the portal, only candidates in this list can fill choices
• If a candidate fails to attend pre-choice fill-up verification, they are out of the current round AND all subsequent rounds, unless they pay the fee again and generate a new Candidate Profile Letter for the next round

Round 2 – Post-Allotment Verification (At the Allotted College):

• After allotment, the candidate must physically report to the allotted college
• Another round of final physical document verification is conducted by the college
• If documents are found adequate then candidate gets admitted
• If documents are found inadequate: 

• Scenario a: If the candidate qualifies as Unreserved despite insufficient caste/PwD documents, they are admitted as UR candidate (if seat available) and remain eligible for future rounds as UR
• Scenario b: If the candidate had a reserved/PwD seat but cannot produce required documents, the seat is cancelled for that round; candidate is treated as UR/Non-PwD in subsequent rounds (if still eligible)

Choice Filling and Choice Locking Process

Only successfully verified and accepted candidates from the published verified list can fill choices. The choice filling process on wbmcc.nic.in works as follows:

Accessing Choice Filling:

1. Login at wbmcc.nic.in then click "UG Medical & Dental" then "Candidate Registration & Login"
2. Enter your NEET UG 2026 Roll Number, password, and security pin
3. Complete OTP authentication
4. Your Candidate Dashboard opens showing total available choices as per eligibility

Available Choices View:

Click on "Available Choices" in the left menu, this shows all available seats at all eligible institutions filtered as per your eligibility (State Quota / Management Quota / NRI Quota). You cannot see choices outside your category:

• State Quota + Management Quota candidates cannot see NRI choices
• Non-domicile candidates (Management Quota only) can see Private Management seats only, not State Quota or NRI seats
• NRI candidates can see NRI Quota seats only

Filling Choices:

1. Click "Choice Filling" from the left menu
2. Enter password to start
3. Available choices appear on the left panel then click "Add" button against each institution
4. Selected choices move to the right panel ("Filled Choice(s)")
5. Click "Save and Continue" to save and add more choices
6. Click "Save and Go to Home" when done

Rearranging Choices:

After adding choices, you can arrange them using:

• Manage Filled Choices - move choices up, move down, or remove
• Choice Interchange - interchange any two choices to change priority
• Choice Rearrange - rearrange the full list
• Multiple Deletions - select and delete multiple choices at once (password required)

Editing is allowed as long as choices are not locked.

Locking Choices:

This is the most critical step. Click "Lock Choice" from the left menu:

• Select "I agree to lock my choice(s)"
• Enter your password
• Choices are now permanently locked

Once locked, choices cannot be altered. Download and print your Locked Choices Letter from the candidate login.

Auto-lock: If you save choices but fail to lock them manually, the system auto-locks saved choices after the choice locking period ends. Only locked (or auto-locked) choices are processed for allotment.

WB NEET Counselling 2026 Merit List

West Bengal NEET Counselling merit list (State Merit List) is prepared by WBMCC based on NEET UG 2026 scores. WB NEET Counselling 2026 Merit List/Verified Candidate List will be released by the West Bengal Medical Counselling Committee (WBMCC) after document verification for each counselling round.

WB NEET Counselling 2026 Seat Allotment Process

After choice locking, the NIC software processes allotment:

• Allotment is based on inter-se merit (NEET UG 2026 rank) of verified candidates
• Software checks candidate's caste/PwD status and category (State/Management/NRI)
• Allotment starts from the first locked choice downwards, the system gives you the best possible seat from your list
• Allotment result is purely provisional at this stage

After Allotment:

• Allotted candidate must undergo another round of physical document verification at the allotted college
• After passing document verification, the candidate must pay the college admission fee
• Once fee is paid, the college hands over the system-generated admission letter
• The candidate submits original documents at the college and receives a receipt for submitted originals

Willingness for Next Round:

At the time of admission in Round 1 or Round 2, the candidate is asked if they wish to participate in the next round:

• If Yes (willingness for next round): The candidate is admitted but also eligible to participate in the next round for a better seat. They deposit the admission fee only to the college at this stage.
• If No (no willingness): The candidate takes final admission and is out of further counselling rounds

WB NEET Counselling 2026 Rounds

Round 1 Counselling:

West Bengal NEET Counselling 2026 process begins with online registration, followed by online fee payment and generation of the Candidate Profile Letter. Candidates must then attend the pre-choice Physical Document Verification (PDV) at the designated verification centre. 

After successful verification, eligible candidates can participate in choice filling and choice locking. Seats are allotted through NIC software based on the candidate's NEET inter-se merit, category, quota, and preferences. Candidates who receive a seat must report to the allotted college for post-allotment document verification and complete the admission formalities to secure their MBBS or BDS seat.

Key rules for Round 1:

• Candidates who do NOT register and fill/lock choices in Round 1 are NOT considered for Round 1 allotment
• Seat surrender of admitted candidate during Round 1 admission process is allowed without any penalty money
• If you provide willingness for Round 2 at the time of Round 1 admission, you remain eligible for Round 2

Round 2 Counselling:

The following candidates can participate in Round 2:

• Already verified candidates from Round 1 who were allotted and admitted in Round 1 AND provided willingness for Round 2
• Already verified candidates from Round 1 who filled choices but were NOT allotted
• Verified Round 1 candidates who did not fill choices in Round 1
• Candidates allotted in Round 1 but NOT reported to the allotted college (allowed without fresh fee payment)
• Fresh Registration candidates (new candidates who couldn't register in Round 1)
• Candidates whose allotted seats were cancelled in Round 1 due to inadequate documents but remained eligible with changed status

Seat surrender in Round 2: Allowed but with forfeiture of admission fees. Must apply in person at the admitted college and receive a server-generated Seat Surrender Letter. Surrendered candidates are not allowed in any further round of counselling.

Who is NOT eligible for Round 2:

• Candidates who surrendered seats after admission in Round 1
• Non-verified candidates who still remain unverified till Round 2 (unless they pay fee again)
• Candidates who did not provide willingness at the allotted college during Round 1 admission

Round 3 Counselling:

Round 3 is open to:

• All successfully verified candidates remaining non-allotted till Round 2 (no fresh fee payment needed)
• Verified candidates who failed to fill choices in Round 1 and Round 2 (no fee payment needed)
• Candidates whose allotted seats were cancelled in Round 2 due to inadequate documentation but remain eligible
• Candidates allotted and admitted in Round 2 who provided willingness for Round 3
• Candidates who failed to appear for verification in earlier rounds (but pay fee again and get verified)
• Non-reported candidates from Round 2 (need to pay fresh fee before participation)
• Fresh registration candidates who missed Rounds 1 and 2

Online Stray Vacancy Round:

This is the final round conducted to fill any remaining vacant seats:

• Fresh Registration is allowed (including initialized candidates from previous rounds still remaining eligible)
• Registered but non-allotted candidates till Round 3 can participate directly, no fresh fee needed
• If NTA/Govt. of India reduces the NEET UG cut-off, new sets of eligible candidates may participate
• Candidates admitted in Stray Vacancy Round cannot surrender seats during counselling
• Non-reported candidates from Stray Vacancy Round are permanently out of counselling
• No choice upgradation in this round

WB NEET Counselling 2026 Reporting Process

Nodal Centres and Document Verification Venues:

Pre-choice fill-up document verification is conducted at government medical/dental colleges across West Bengal that are designated as nodal centres by WBMCC. The specific venue, date, and time slot for each candidate is mentioned in the Candidate Profile Letter (generated after fee payment), candidates cannot choose their own date/time.

Steps at Reporting (Pre-Choice Fill-Up Verification):

1. Report at the designated venue at the specified date and time slot
2. Carry original documents + one set of self-attested photocopies
3. Carry printed Candidate Profile Letter and Payment Receipt — without these, no verification is done
4. After successful verification, collect the server-generated verified certificate from the verifying authority
5. The verification certificate is also available in your candidate login

Steps at Reporting (Post-Allotment at Allotted College):

1. Report at the allotted college within the stipulated time mentioned in the counselling schedule
2. Physical document verification by the college admission committee
3. Submit original documents, receive receipt for submitted originals
4. Pay the college admission fee (as per the college's fee structure, confirm with college before reporting)
5. Receive system-generated Admission Letter from college
