Arunachal Pradesh NEET Counselling 2026 is the state’s admission process for MBBS seats at Tomo Riba Institute of Health & Medical Sciences (TRIHMS), Naharlagun, currently the only medical college in the state. Arunachal Pradesh does not yet have a dental (BDS) college of its own, so BDS aspirants from the state compete for a handful of regional-quota seats in neighbouring North-Eastern states through this same counselling.
The process is conducted by the Arunachal Pradesh State Council for Technical Education (APSCTE), an autonomous body under the Directorate of Higher & Technical Education (DHTE), Government of Arunachal Pradesh, through the official portals www.apdhte.nic.in and apjee.co.in.
NEET UG 2026 was originally held on 3 May 2026, but a Re-NEET exam was conducted on 21 June 2026 for affected candidates, and the National Testing Agency (NTA) declared the final NEET UG 2026 result on 16 July 2026. Since then, DHTE has asked NEET UG 2026 candidates to submit their details for a provisional inter-se merit position by 30 July 2026, this is not counselling registration, and the actual registration schedule for Arunachal Pradesh NEET Counselling 2026 is still awaited.
TRIHMS 100 MBBS seats are split 85% State Quota (counselled by DHTE) and 15% All India Quota (AIQ), which is counselled separately by the Medical Counselling Committee (MCC) at mcc.nic.in. Types of Arunachal Pradesh NEET Counselling 2026
Arunachal Pradesh’s counselling is a single unified process, but it splits seats across a few distinct channels:
- State Quota Counselling (85%): The bulk of TRIHMS’ MBBS seats, counselled by DHTE/APSCTE for Arunachal Pradesh-domiciled candidates.
- All India Quota (AIQ – 15%): A fixed 15% of TRIHMS’ MBBS seats, counselled centrally by MCC and open to candidates from anywhere in India.
- Regional/Central Pool Counselling: Since Arunachal Pradesh has no dental or AYUSH college of its own, a small number of seats reserved for the state in colleges elsewhere in the North-East and beyond (e.g., RIMS Imphal, Regional Dental College Guwahati) are also allotted through the same DHTE counselling.
- Category-I (APST) and Category-II (Non-APST) Counselling: Every seat is further split between these two candidate categories in fixed proportions.
- PwD Quota: A separate track for Persons with Disabilities, subject to medical board verification.
- Spot Round: A final round to fill any seats still vacant after Round 1 and Round 2, also open to fresh candidates who missed the initial registration window.

- Check your NEET UG 2026/Re-NEET result and see if you clear the category-wise cut-off notified with the result.
- Register online on apjee.co.in/apdhte.nic.in using your NEET application number, roll number, and date of birth.
- Pay the one-time registration fee based on your category.
- Upload the required documents (Class X and XII certificates, NEET scorecard, category certificate, photograph, signature, PwD certificate if applicable), these are verified online.
- Check the published list of eligible candidates.
- Fill and lock your choices of institute/course during the notified window, this can be done only once, so plan carefully.
- Round 1 seat allotment is declared; download your provisional allotment letter, pay the Security Deposit/Seat Acceptance Fee, and choose either the Float or Freeze option.
- Freeze candidates report physically (or online, as notified) to the relevant Directorate with original documents to collect their nomination letter and confirm admission.
- Floating candidates remain in the pool for Round 2, hoping for a higher-preference seat.
- Round 2 seat allotment happens only for seats still vacant, or for candidates who opted to float, this round only offers a Freeze option.
- Withdraw your seat online, if you wish, within the notified withdrawal window (only for those who haven’t yet taken admission).
- Spot Round opens to fill any seats still vacant, including for fresh candidates who missed the earlier registration.

- Visit apjee.co.in and click on Register.
- Fill in your NEET 2026 Application Number, NEET 2026 Roll Number, and Date of Birth (exactly as entered in your NEET application), along with a functional mobile number and email address, and set a password.
- Verify your account using the OTP sent to your mobile/email.
- Log in, click Apply Now, read the instructions, and proceed to fill your profile with personal details, present and permanent address, and qualification details (Class X and Class XII records).
- Upload the required documents (category certificate, marksheets, NEET scorecard, photograph, signature, PwD certificate if applicable).
- Preview your application carefully, then submit and proceed to payment.
- Complete the registration fee payment online to finish the process.

- Choice filling happens only once during the notified window and applies to both Round 1 and Round 2, there’s no separate fresh choice-filling stage for Round 2, so fill your list carefully the first time.
- You can fill as many choices as you like, and you’re free to change, reorder, or delete them until you lock your list.
- Locking is final, once locked, choices cannot be unlocked or edited again.
- If you don’t explicitly lock your choices by the deadline, your last saved list gets auto-locked.
- Take a printout of your locked choices for your own records.
- If you register but never save even a single choice, you won’t be considered for seat allotment at all.

Arunachal Pradesh’s reservation system is built around just two broad categories rather than a caste-based matrix like most other states — but the split still varies by seat type and allotting agency.

PwD Conversion Rule: If the number of registered, eligible PwD candidates is lower than the seats reserved for them, the unfilled PwD seats convert to non-PwD seats within the same category (Cat-I PwD → Cat-I; Cat-II PwD → Cat-II) before Round 1. Any PwD seats still vacant after Round 1 are similarly converted for Round 2 and subsequent rounds.
Arunachal Pradesh NEET Counselling Seat Allotment Process
This is the part that trips up a lot of first-time candidates, since Arunachal Pradesh uses a distinctive Float/Freeze system rather than simple round-wise upgrades:
- Seats are allotted strictly by NEET UG 2026 merit and the order of choices you locked, matched against seat availability in your category.
- After Round 1 results are out, every allotted candidate must pay the Security Deposit/Seat Acceptance Fee online and then choose one of two options:
- Floating Option: Accept the seat allotted now, but stay in the running for any higher-preference choice in Round 2.
- Freezing Option: Accept the seat allotted and stop participating in further rounds.
- Candidates who Freeze and have paid the fee must report in person (with original documents) to the Directorate of Medical Education, Research and Training, A Sector, Naharlagun (for MBBS/BDS/AYUSH courses) or the Directorate of Higher and Technical Education, ESS Sector, Itanagar (for non-medical PCB-group courses) to collect their nomination letter.
- Candidates who Float and get a better seat in Round 2 automatically forfeit their Round 1 seat; if they don’t get upgraded, they simply retain their Round 1 seat.
- If a candidate fails to choose Float or Freeze, doesn’t pay the fee, or doesn’t report within the stipulated time, the allotment is cancelled automatically, and the candidate is not considered for Round 2 (though they can still join the Spot Round).
- Round 2 only offers the Freeze option, there’s no floating further after this.
- Candidates who accept a seat and later want out can withdraw online during the notified withdrawal window, provided they haven’t already taken physical admission. Withdrawn seats become available for the Spot Round.
- Submitting false, incorrect, or fraudulent information leads to immediate cancellation of the allotted seat and possible legal action.
Arunachal Pradesh NEET Counselling 2026 Fees
There are two separate fee components to keep track of:
- Registration fee (one-time, non-refundable, paid at the time of registration): Rs.500 for Category-I (APST), Rs.700 for Category-II (Non-APST).
- Security Deposit / Seat Acceptance Fee (refundable, paid only after seat allotment, to discourage candidates from blocking seats):

This deposit is refunded if you complete admission at your allotted institute or formally withdraw your seat during the notified window, you’ll need to submit proof (like an admission receipt or withdrawal confirmation) to claim the refund.
