MCC Types of NEET UG Counselling 2026
MCC does not conduct counselling for all MBBS/BDS seats in India, only for seats falling under central and All India jurisdiction. Everything else (85% government college seats and 100% private college seats within a state) is handled by the respective State Counselling Authority. Under MCC NEET UG Counselling 2026, the following categories of seats are counselled:
1. 15% All India Quota (AIQ)
Fifteen percent of MBBS/BDS seats in every state’s government medical/dental colleges are contributed to the All India Quota pool, counselled entirely by MCC. Participation of the Union Territory of Jammu & Kashmir in AIQ is subject to their own seat contribution for that year.
2. 100% AIIMS Seats
All MBBS seats across every AIIMS institute in the country are counselled by MCC, with a separate reservation category for Foreign National/OCI/PIO seats, whose fees are determined by AIIMS authorities directly.
3. 100% Seats of JIPMER
In both JIPMER campuses of Puducherry and Karaikal, all MBBS seats are counselled by MCC through four rounds similar to AIQ.
Medical Counselling Committee (MCC) has received the Puducherry Domicile candidate list from the Directorate of Health & Family Welfare, Government of Puducherry. Only candidates whose names are included in this official domicile list are eligible to register for the JIPMER (Puducherry & Karaikal) Internal Quota.
4. 100% BHU Seats
The MBBS and BDS seats of Banaras Hindu University are counselled completely by MCC without any domicile criteria with equal eligibility available for all NEET-UG qualified applicants.
5. 100% AMU Seats
Aligarh Muslim University’s seats are fully counselled by MCC as well, under its own eligibility conditions verified directly with the university.
6. 85% State Quota Seats of DU/IP University
Eighty-five percent of the state quota seats of Delhi University and IP University institutes including VMMC & Safdarjung Hospital, ABVIMS & RML, and ESIC Dental are counselled by MCC, restricted to candidates who studied 11th and 12th grade from schools/colleges located in the NCT of Delhi.
7. 100% Faculty of Dentistry at Jamia Millia Islamia
All seats of the Faculty of Dentistry in Jamia Millia Islamia are counselled by MCC with 5% internal quota of Jamia students according to JMI’s roster.
8. 15% IP Quota Seats of ESIC
Fifteen percent of the Insured Persons (IP) Quota seats under ESIC are domicile-free and counselled by MCC, restricted to candidates holding a valid Ward of Insured Persons certificate.
9. 100% Deemed University Seats
Although not part of the original eight categories, all seats of Deemed Universities across the country are also counselled by MCC across four rounds, with no SC/ST/OBC/EWS/PwD reservation applicable and a significantly higher fee structure.
10. B.Sc. Nursing (Central Institutes)
MCC also conducts counselling for B.Sc. Nursing seats at central institutes and institutes affiliated under IP University, following the same round-wise structure as other categories.
Note: Central Pool nomination seats maintained by the Ministry of Defence, Ministry of External Affairs, and other ministries are NOT part of MCC counselling.
MCC NEET UG Counselling Process Step by Step
MCC NEET UG Counselling process follows the same broad structure across all categories it covers AIQ, AIIMS, JIPMER, BHU, AMU, Deemed Universities, and others.
- Registration – Candidates register on mcc.nic.in using the same mobile number and email ID used during NEET-UG registration on the NTA website, since all OTPs and communication are sent only to those details.
- Fee Payment – A non-refundable registration fee and a refundable security deposit are paid online, with the amount depending on the quota and category.
- Choice Filling – Candidates select and arrange their preferred colleges/courses in order of genuine preference, with the ability to edit the list multiple times before locking.
- Choice Locking – Choices must be locked before the deadline; unlocked lists are automatically locked with the last saved order once the window closes. Locked choices cannot be modified afterward.
- Seat Allotment – MCC processes the seat matrix against each candidate’s NEET rank, category, and locked choices to generate the provisional allotment result for that round.
- Result Publication – The allotment result is published on the MCC website; candidates must check it themselves, since MCC does not notify individuals directly.
- Document Verification & Reporting – Allotted candidates must report to the respective institute within the given window with original documents for verification and admission.
- Upgradation (Where Applicable) – Candidates wishing to try for a better seat can retain their current allotment and participate in the next round for possible upgradation, up to Round 3.
- Continuation to Next Round – Unallotted candidates from Round 1 automatically continue to Round 2 without re-registering; candidates who missed Round 1 must complete a fresh registration with full fee payment to join Round 2 or later rounds.
- Stray Vacancy Round – Any seats still vacant after Round 3 are opened for a final round, generally with fresh registration invited, and typically no further exit or upgradation permitted once a seat is accepted here.
MCC NEET UG Counselling 2026 Registration Process
Registering correctly for MCC NEET UG Counselling 2026 is the very first and most important step toward securing an AIQ, AIIMS, JIPMER, BHU, AMU, or Deemed University seat. MCC does not allot any seat on a nomination basis, and no candidate is considered for allotment without a valid, completed registration on the official MCC website.
Step-by-Step MCC NEET UG Counselling 2026 Registration Process
Step 1: Visit Official MCC Website: Visit the official website i.e. mcc.nic.in only. MCC will register only through their own official website, registration from agent, consultant or third party websites will not be accepted.
Step 2: Register on Portal: Enter the mobile number and email id which you have already entered in the original application form during the NTA NEET-UG 2026 registration. Any OTP, Login credentials, communication from the system, etc will go to this only, otherwise there can be issue in data matching in later stages.
Step 3: Fill Pre-filled details: Name, Date of Birth, Category, Nationality etc. Will be filled already from the details you submitted while filling the NTA form and these cannot be edited/changed from MCC, if there is some mistake these must be corrected from NTA.
Step 4: Counseling Process: Counseling process in which you want to get your name registered must be chosen carefully like AIQ, Deemed University, AIIMS, JIPMER, BHU, AMU, DU/IP University, Jamia, ESIC etc.
Step 5: Supporting documents: Photograph, Signature, Category certificate (if applicable), PwBD certificate (if applicable), and any other institution related documents like “Ward of Insured Persons” certificate in the case of ESIC IP Quota and if 11th and 12th in Delhi for DU/IP University.
Step 6: Submit Payment: You will be redirected to the payment gateway for paying the non-refundable registration fee and refundable security deposit. You will be charged a processing fee (AIQ/Central Institute UR/EWS – 1,000 + 10,000 security deposit; SC/ST/OBC/PwD – 500 + 5,000 security deposit) and an amount depending on the course selected (Deemed University registration – 5,000 + 2,00,000 security deposit).
Step 7: Fill Choices: Upon successful registration and payment, you will get access to a section to fill your preferences (colleges and courses) based on your actual choice from the options provided. You can add/delete or re-arrange the choices until the window closes.
Step 8: Lock Choices: After carefully filling in your preferences, review and lock your choices before the due date. If you fail to lock your choices, the system will automatically lock the choices saved in your account when the registration window closes. There is no provision to unlock and edit choices later.
Step 9: Save & Print: Save the registration and payment confirmation slip, as you may need it in later stages.
MCC NEET UG Counselling Eligibility Criteria

Every registration for MCC NEET UG Counselling 2026 involves a non-refundable processing fee and a refundable security deposit, both varying by quota and category.

If a candidate opts for both AIQ/Central seats and Deemed University seats in the same round, only the higher of the two fees (Deemed University fee) is applicable. The security deposit is refunded to the same bank account it was originally paid from, generally within about 30 days of the round’s completion, provided the candidate has not violated any exit rules.
The security deposit is forfeited if a candidate allotted a seat in Round 2 or any subsequent round does not join the respective institution, or if the admission gets cancelled for any reason, such as providing incorrect information during registration, or failing to produce required documents within the stipulated time.

MCC NEET UG Counselling Cut Off
NEET-UG cut off is the minimum qualifying percentile set by NTA to be eligible for counselling, while the MCC counselling cut off (opening and closing ranks for a specific college/course) is decided round-by-round based on seat availability and category-wise demand. A few points worth understanding:
- AIIMS, JIPMER, and BHU seats have the highest closing ranks among AIQ/central seats due to their academic reputation and lower fees.
- Deemed University cut offs are usually much higher (i.e., lower rank required) than government AIQ seats, owing to their significantly higher fee structure.
- Cut offs reduce progressively with each round as higher-rank candidates get allotted and exit the pool.

Choice filling is one of the most important steps in MCC NEET UG Counselling 2026, since your locked choice order directly determines which seat you can be allotted.

- If upgraded, the candidate must relieve their earlier round’s seat and join the new one; they lose any claim on the earlier seat once upgraded.
- Once a candidate has physically joined a college, they cannot upgrade or resign from that seat under any circumstances.
- Candidates who wish to retain an earlier round’s seat while also attempting to upgrade in the next round must physically join the earlier seat first and record their upgradation willingness at the time of that admission.
- All admissions and resignations, wherever permitted, happen only through the online mode; offline resignation is not accepted by MCC.
- Fresh registration is required for the Stray Vacancy Round, and data is shared between MCC and the states after Round 3, so candidates already allotted a state quota seat may be excluded from the All India Stray Vacancy Round.
Important Guidelines From MCC
- MCC does not send individual communication through SMS, email, or phone calls regarding schedule, results, or notices. Candidates must check mcc.nic.in regularly on their own.
- Application for MCC counselling can only be submitted through the official MCC website; forms submitted through any agent or third-party website are not entertained.
- A candidate can submit the registration form only once per counselling process; multiple submissions lead to debarment and cancellation of candidature.
- All information entered at the time of NTA registration is pre-populated for MCC counselling and cannot be edited or modified by MCC under any circumstances.
- MCC takes no responsibility for fee structure, bond amount, stipend, or service-condition information provided by individual colleges, candidates must verify such details directly with the college before filling choices.
- Central Pool nomination seats (maintained by the Ministry of Defence, Ministry of External Affairs, and other ministries) are not part of MCC counselling.
- Any legal disputes related to MCC counselling fall under Delhi jurisdiction.
- MCC does not allot any seat on a nomination basis, under any category.
