Types of Uttarakhand NEET Counselling 2026

Uttarakhand NEET Counselling 2026 is conducted for the following categories of seats.

  • State Quota: MBBS seats in Government Medical Colleges and the Private Medical College of the Private University of Uttarakhand, along with BDS seats in Private Dental Colleges affiliated to HNBUMU. Both Uttarakhand domicile and non-domicile candidates who passed 10th and 12th from Uttarakhand can apply, though only domicile candidates get reservation benefits.
  • All India Open Quota: MBBS seats in the Private Medical College of the Private University of Uttarakhand and BDS seats in Private Dental Colleges, open to NEET UG qualified candidates from anywhere in India. State Quota candidates are also eligible for this quota on payment of the required security deposit.
  • NRI Quota: A limited number of MBBS seats in the Private Medical College of the Private University of Uttarakhand, subject to approval by the Government of Uttarakhand for the academic session.
  • Reserved Seats for Wards of Kashmiri Migrants (WKM): One seat reserved in each Government Medical College (four seats in total), open to NEET UG qualified wards of Kashmiri migrants regardless of Uttarakhand domicile.
  • All India Quota (Not part of HNBUMU counselling): 15% of seats in government medical colleges are filled separately through NEET UG merit by the Medical Counselling Committee (MCC).

Uttarakhand NEET Counselling Process Step by Step

Uttarakhand NEET Counselling 2026 process runs entirely online through the HNBUMU portal and is repeated separately for each round.

  1. Online registration using NEET UG 2026 roll number and other required details, followed by an OTP verification on the registered mobile number.
  2. Filling the application form completely, uploading the same photograph and signature submitted in the NEET UG 2026 application.
  3. Filling choices of course, college, and quota during the same window as registration.
  4. Saving the form, rechecking all entries, and then locking it; an unlocked but saved form gets auto-locked at the deadline specified in the schedule.
  5. Payment of the registration fee and the applicable security deposit online.
  6. Data processing by the university to prepare the round-wise merit list.
  7. Declaration of the seat allotment result on a merit-cum-choice basis.
  8. Downloading the allotment letter, paying the centralised advance tuition fee, and reporting personally to the allotted college with original documents within the specified period.
  9. Repeating registration and fresh choice filling for Round 2 and Round 3, if a candidate wants to upgrade or participate again.
  10. Participating in the college-level Stray Vacancy Round for any seats still vacant after Round 3.

Uttarakhand NEET Counselling Registration Process

Registration for Uttarakhand NEET UG Counselling 2026 opens separately for each round on www.hnbumu.ac.in, and only NEET UG 2026 qualified, state-government-eligible candidates can register. A few points to keep in mind:

  • Registration is required afresh for every round; a candidate who skips Round 1 can still register for Round 2 or Round 3 by paying the fee again, since a separate merit list is prepared for each round based on that round's registrations.
  • Candidates must furnish NEET UG 2026 details, a valid mobile number, and other required information; an OTP sent to the registered mobile is used for the subsequent steps of the application.
  • Bank account details must belong to the candidate or the candidate's parent/guardian only, since any refund of the security deposit is processed to that account. The university is not responsible for a delayed or failed refund caused by wrong account details.
  • Candidates should avoid raising a chargeback claim with their bank for a refund, since this can delay or block the university's own refund process.
  • After final submission, no edits are allowed. The registration fee, once paid, is non-refundable and cannot be carried forward to a later round or session under any circumstances.
  • Candidates should keep at least 10 copies of the same photograph used in the NEET UG 2026 application ready, since the same photograph is required throughout the admission process.

Uttarakhand NEET Counselling Choice Filling

Choice filling happens in the same window as registration for Uttarakhand NEET Counselling 2026, and a few rules apply throughout the process.

  • A candidate can fill as many choices as desired, but they should be arranged strictly in order of genuine preference and eligibility.
  • Fresh choices have to be filled separately for every round; choices from a previous round do not automatically carry forward.
  • If a candidate saves the form but does not manually lock it, the choices get auto-locked at the time specified in the counselling schedule; if a candidate does not fill any choice at all, they become ineligible for seat allotment in that round.
  • Candidates are advised not to select a quota, college, or course they are not genuinely interested in, since an allotment once made cannot be altered, and the university is not responsible for mistakes made while filling choices.
  • Round 1 is a Free Exit round, meaning a candidate allotted a seat can skip joining without any penalty and remain eligible for later rounds.
  • Round 2 and Round 3 are Exit with Forfeiture rounds, meaning a candidate allotted a fresh seat who does not want to join can exit, but the security deposit gets forfeited.
  • No candidate is permitted to vacate, resign, or surrender a seat admitted in Round 3.
  • A candidate allotted an upgraded seat in Round 2 or Round 3 automatically loses the seat allotted in the previous round, which then goes to the next eligible candidate on merit.

Uttarakhand NEET Counselling Reservation Policy

Reservation for Uttarakhand NEET Counselling 2026 is applicable only on State Quota seats, is applied college-wise, and follows the state's 100-point roster system.

Only candidates who are domicile/permanent residents of Uttarakhand can claim the benefit of any reserved category or sub-category, and the original caste/category certificate along with the domicile certificate must be produced at the time of admission, failing which the candidate is treated as unreserved (UR).

Seat Conversion Policy

If eligible candidates are not available in a sub-category, the vacant seats go first to the open candidates of that same category (except PwD), then to other categories in Round 3, as per the applicable Government of Uttarakhand order. Seats reverted from All India Open Quota to State Quota are filled by the same category first, and only converted to another category if no eligible candidate is found.

Provision of Bond

A subsidised fee under the service bond option is available only at Veer Chandra Singh Garhwali Government Institute of Medical Science & Research (VCSG), Srinagar, Pauri Garhwal and Soban Singh Jeena Institute of Medical Science & Research, Almora. Interested candidates should contact these institutes directly to understand the essential documents and admission process required to avail the subsidised fee benefit under this bond provision, since candidates who fail to submit the required bond documents at the time of admission will not get the subsidised fee.

Uttarakhand NEET Counselling Seat Allotment Process

Seat allotment in Uttarakhand NEET Counselling 2026 follows a strict merit-cum-choice process:

  • Only candidates registered for a particular round are considered for seat allotment in that round; registering in an earlier round does not carry forward automatically.
  • Seats are allotted purely on the basis of NEET UG 2026 merit and the order of choices filled by the candidate.
  • If a candidate is allotted a seat in the Stray Vacancy Round and does not join, the security deposit is forfeited, and the candidate is debarred from NEET for the next session as well as from participating in the next session's counselling.
  • Candidates already admitted through MCC's All India Quota counselling are not considered again in the subsequent round of Uttarakhand's own state counselling.
  • The security deposit is refunded within 30 days of completion of all rounds of counselling, if not forfeited, through the bank account provided in the online application.

Fee structure for Uttarakhand NEET Counselling 2026 has two separate components: the counselling registration/security fee paid to HNBUMU, and the tuition/hostel fee charged by the individual college, which is notified separately by each institute and mentioned in the allotment letter.

If a candidate opts for more than one type of institution across quotas, the higher applicable security amount is charged. The registration fee is non-refundable under any circumstances, while the security deposit is refunded if no seat is allotted, and forfeited if a candidate fails to report to the allotted college after the free exit stage.

HNBUMU prepares a separate state merit list for Uttarakhand NEET Counselling 2026 for every round of counselling, based purely on the NEET UG 2026 All India Rank of registered, eligible candidates. Only a candidate who has registered and filled choices for that specific round is included in that round's merit list; registration and merit in Round 1 does not automatically carry into Round 2 or Round 3.
