Types of Himachal Pradesh NEET Counselling 2026
Himachal Pradesh NEET Counselling 2026 covers the following categories of seats.
- State Quota: 85% of seats in government medical and dental colleges, plus 50% of seats in private un-aided dental colleges. This includes reserved seats for J&K Migrants, Tibetan Refugees, and Economically Weaker Sections. Only Bonafide Himachali candidates, or those meeting the specific exemption conditions, are eligible.
- Management Quota: Seats in private un-aided medical and dental colleges that are not part of the State Quota. Open to Himachali and non-Himachali candidates alike, with no domicile requirement.
- NRI Quota: A defined number of seats for NRI, OCI, or PIO candidates (or their wards) across select colleges, filled through a separate merit list.
- ESI Quota: A special quota of 35% of the State Quota seats at Sh. Lal Bahadur Shastri Government Medical College, Ner-Chowk, Mandi, which was previously run as an ESI hospital. This quota is unique to this one college.
- All India Quota (Not part of AMRU counselling): 15% of seats in government colleges are filled through NEET UG merit by the Medical Counselling Committee (MCC) on mcc.nic.in, and candidates need to register there separately.

Eligibility for Himachal Pradesh Counselling NEET UG 2026 depends on the quota a candidate is applying under.

Candidates seeking State Quota on the basis of a parent's employment (rather than schooling in HP) are treated as unreserved category only, since reserved category seats are meant for Bonafide Himachalis. Candidates should confirm their eligibility carefully before registering, since an ineligible application can be rejected at any stage.
Himachal Pradesh NEET Counselling Process Step by Step
Himachal Pradesh NEET counselling takes place entirely on the online mode through the AMRU portal (https://amruhp.ac.in/) and proceeds through the following general steps:
- Register online by entering unique email address, unique contact number and pay the application fees.
- Fill in the required personal, academic ,category and address information, and upload documents.
- Submitting the application and downloading the confirmation PDF file (No editing after submitting the form).
- Filling and locking course, college, and quota choices separately after submitting the application.
- Releasing of provisional merit list, and then releasing of final merit list in the round.
- Seat allocation based on the merit-cum-choice system and provisionally allotment of seats.
- Downloading of the provisional allotment letter and appearing in person in the allotted college with original documents.
- Document verification, physical test, and payment of fees in the college.
- Rounding 2nd and 3rd rounds for upgradation or filling vacant seats.
Centralized stray vacancy round for remaining vacant seats in case of any after rounding 3, open only to the candidates not admitted in any other institute/college.
Himachal Pradesh NEET Counselling Registration Process
The registration process for Himachal Pradesh NEET UG Counselling 2026 starts from "Admission" menu on amruhp.ac.in. Here are few points you need to remember before proceeding:
- Use a laptop or desktop computer with an up-to-date browser. Candidates, who use an older version of the browser, face issues while filling application and counselling choice.
- Application form is filled only once in the whole process. Hence, candidates need to use an authenticated mobile number and an e-mail ID which should not be registered earlier and carry the login detail of the system-generated ID and password generated.
- Name, father's name, DOB and NEET roll no must match exactly with details available on the NEET UG 2026 mark sheet & admit card otherwise you would not be able to get registered in the system.
- Application fee once paid is neither refundable under any circumstances whatsoever, even if the fee paid is by mistake or in a wrong category.
- Payment of fee alone does not complete the application. Candidates must fill every section of the form and click "Final Submit," then download the confirmation PDF.
- Once the form is finally submitted, no further edits are allowed. To correct a mistake, a fresh application with a new email ID has to be submitted, and the earlier one has to be got cancelled through AMRU; the fee already paid is not refunded or adjusted.
- Details relating to date of birth, category, state of domicile, and qualification are treated as final once submitted and cannot be changed later.
After the closing date, any incomplete or unsubmitted forms are deleted from the portal, and such candidates must reapply with a fresh email ID and fee for the next round.

Himachal Pradesh NEET Counselling Choice Filling
Choice filling is a separate step that comes after final submission of the application, and it decides which college and course a candidate can be allotted. Key rules to remember:
- Choices of course, college, and quota must be reviewed and locked within the notified deadline from the "College Preferences" section of the candidate's dashboard.
- All eligible State Quota candidates are compulsorily required to also fill the Management Quota option, since a Management Quota seat is allotted only if the candidate has selected college choices for it.
- Candidates can fill preferences for a college even if it shows no vacancy at that moment, since seats can open up due to upgradation or withdrawal by other candidates in the same round.
- Once locked, preferences cannot be edited or changed for that round.
- A candidate applying under a reserved category can specify only one such category, and this cannot be changed later, though it does not affect their chance of getting an unreserved seat purely on merit.

If eligible candidates are unavailable in a reserved category after all rounds, unfilled seats are converted and merged into the unreserved category, and PwD, NRI, J&K Migrant, and Tibetan Refugee seats are similarly opened to unreserved candidates as a last resort.
Seat Allotment & Important Rules
A few rules apply consistently across every round of Himachal Pradesh NEET Counselling 2026.
- Seat allotment is done strictly on merit-cum-choice and category, meaning a candidate's rank along with the order of preferences filled decides the final allotment.
- A provisional seat allotment does not guarantee admission. It is confirmed only after document verification, medical fitness clearance, and fee payment at the college.
- Candidates already admitted in an earlier round must provisionally surrender their seat before filling fresh preferences to seek an upgrade in the next round.
- No candidate admitted under All India Quota or State Quota in a government medical/dental college is allowed to vacate the seat after Round 2; upgradation within the counselling is allowed only up to Round 3.
- Candidates allotted a seat in Round 3 who do not take admission are not permitted to participate in the Stray Vacancy Round.
- Candidates admitted through MCC (All India Quota) after any round will not be considered for allotment in the subsequent round of Himachal Pradesh state counselling.
- Himachal Pradesh does not conduct a separate institutional mop-up round; any seats left vacant after Round 3 are filled through a single centralised Stray Vacancy Round, open only to candidates not already admitted anywhere. No shifting or upgradation is allowed in this round.
- Candidates participating in Round 2 and beyond must pay a token fee, refundable only if no seat is allotted; the fee is forfeited if an allotted seat is not joined.

If a candidate opts for multiple quotas or colleges with different token fee slabs, the higher applicable amount has to be paid. Candidates already admitted in Round 1, or who have already paid the token fee in an earlier round, are exempt from paying it again.

AMRU prepares a combined and category-wise merit list for Himachal Pradesh NEET Counselling 2026 based on the All India Rank of NEET UG 2026, separately for every round. Only candidates who qualify NEET UG, submit the online application correctly, and generate the confirmation printout within the deadline are included. A fresh merit rank is issued for admission under State Quota, Management Quota, and NRI Quota as applicable, and both a provisional and a final merit list are published on amruhp.ac.in for each round before seat allocation.
