The notification specifies the following categories of candidates as eligible to participate in the 3rd/Mop-Up Round:
- Candidates who did not get a seat in the first or second round of counselling.
- Candidates who were allotted a seat during the first or second round and joined the allotted institution.
- Candidates who were allotted a seat in the first round but did not join the institution, as well as candidates who registered after the last date of joining of the first round, will be eligible to participate in the third round for all courses/institutions, subject to availability of seats.
- Candidates who were allotted a seat during the second round and joined or did not join the allotted institution will not be eligible to opt for that particular institution in the third round. However, they can participate in counselling/admissions for other institutions and may participate in the Mop-Up Round for all institutions, subject to seat availability.
- Candidates who cancelled their admission on or before the last date of admission of the allotted seat of the second round will not be eligible to opt for that particular institution in the third round. They can, however, participate in counselling/admissions for other institutions and the Mop-Up Round for all institutions, subject to availability of seats.
- Candidates who have qualified NEET UG 2026 but did not participate in the first or second round can also participate in this round. Such candidates will have to pay the counselling fee of ₹1,500 and then fill their preferences for the 3rd/Mop-Up Round.
Fresh Preferences Required for Mop-Up Round
JKBOPEE has clarified that candidates must submit fresh choices/preferences for the 3rd/Mop-Up Round.
The preferences submitted during the first or second round will not automatically remain applicable for this round. Candidates who wish to participate must submit fresh preferences during the specified choice-filling period.
Candidates who fail to submit fresh preferences will not be considered for allotment in the 3rd/Mop-Up Round and will retain their already joined seat, if any.
Vacant Seats to Be Filled First
The notification states that in this round, vacant seats will first be filled from the respective categories from which the shortfall has been reported.
Seats left vacant by OM candidates during the first or second round will be allotted to OM candidates, while seats left vacant by category candidates will be allotted to category candidates based on merit-cum-preferences.
The allotment will be carried out on the basis of the preferences submitted by candidates for the 3rd/Mop-Up Round.
Mop-Up Round Preferences Will Apply to Upgradation
JKBOPEE has also clarified that the choices submitted by candidates will be considered for Mop-Up Round upgradation, and no separate choices will be invited for the same.
Therefore, candidates should carefully arrange their preferences before submitting them.
Category Seat Conversion Rules
If seats in any category remain vacant even after upgradation/allotment during the first, second or third round, those seats will be de-reserved and filled from all eligible candidates through the online counselling process in accordance with the relevant provisions of the J&K Reservation Act, 2004.
After conversion of category seats into OM seats, the seats will be treated as General/OM category seats and allotted to eligible candidates on the basis of merit-cum-preferences.
Seats Vacated During Upgradation
The seats vacated by candidates during the upgradation process will be filled simultaneously during the counselling round.
Candidates therefore need to carefully consider their choices before submitting their preferences.
Seat Allotment and Joining Rules
Candidates who do not participate in the counselling process by failing to fill the fresh preference form will not be considered for allotment of seats.
The notification further states that candidates who are allotted a seat but fail to join the allotted institution within the stipulated time period notified by the Board will have their allotted seat treated as cancelled, and they will lose their claim on that seat.
Candidates are advised to check the available seats carefully and select only those seats for which they are genuinely interested, as the notification states that once a seat is allotted, it cannot be changed.
Seat Matrix to Be Uploaded Separately
JKBOPEE has stated that the seat matrix will be uploaded separately.
Candidates participating in the 3rd/Mop-Up Round are advised to go through the seat matrix carefully before participating in the counselling process.
