Kerala NEET PG Counselling 2025 Choice Filling & Locking
During Kerala NEET PG Counselling 2025, choice filling and locking is completed online through the CEE portal (www.cee.kerala.gov.in) as part of the Centralized Allotment Process (CAP). Only candidates included in the State Rank List and Category Lists can register their choices. Candidates must log in to their PG Medical 2025 Candidate Portal using their Application Number and Password.
In the Choice Filling section, candidates can view all available course–college options based on eligibility. They must select only the specialties and institutions they genuinely wish to join and arrange them in order of preference. Allotments are strictly based on rank, reservation eligibility, and the sequence of options submitted. Candidates should frequently save their choices to avoid losing changes.
Before each round, especially Phase 2 and Phase 3, candidates must confirm their options online. Without option confirmation, the candidate will not be considered for that round. After each allotment, all options below the allotted choice are automatically deleted.
Once satisfied, candidates should lock their choices and take a printout of the final option list for future reference. Locked options cannot be modified, and candidates are responsible for ensuring their preferences are accurate and complete.
Kerala NEET PG Counselling 2025 Merit List
Kerala NEET PG Counselling 2025 Merit List will be released by the Commissioner for Entrance Examinations (CEE), Kerala, and is based on the NEET PG 2025 marks obtained by the candidates. The Merit List will have the State Rank List, Category-wise Lists (General/SC/ST) and Service Quota Lists determining the eligibility and hierarchy of selection by the CEE, Kerala, for the purposes of seat allotment to candidates.

The registration for Kerala NEET PG Counselling 2025 is conducted entirely online by the Commissioner for Entrance Examinations (CEE), Kerala. All qualified NEET PG 2025 candidates seeking admission to MD/MS and PG Diploma courses must submit their applications through the official website www.cee.kerala.gov.in. No physical application forms or prospectus will be issued by CEE or medical colleges.
How to Apply Online
A candidate who has qualified NEET PG 2025 can apply for Kerala PG medical admissions only through the online portal: www.cee.kerala.gov.in then click “PG Medical 2025 – Online Application”. The application process consists of 5 mandatory steps:
Step 1: Registration
Provide the following information to access the registration portal:
- NEET PG 2025 Application Number
- Date of Birth (as it appears on NEET PG)
- Enter a phone number (what you enter in the next step), and generate a password
The password must contain:
- A minimum of 8 characters, At least 1 alphabet (a-z or A-Z), At least 1 number (0-9), At least 1 special character (!@#$%^&*), and confirm the password by re-enetering the password.
- The system will provide a unique Application Number for you, be sure to save that for future use.
Step 2: Fill out Application
- Require you to provide all required personal, educational, and contact details.
- Make sure to click Save & Next after every section.
- Please fill out all required fields, if cautious errors may affect eligibility.
- Once you have come to a point that you are comfortable, I will ask you to click Save & Finalize.

Kerala NEET PG Counselling 2025 Round-wise Allotment Process
Centralized Allotment Process (CAP), a Single Window System (SWS) run online by CEE, Kerala. Allotments are made strictly by rank, options exercised online, and eligible reservations.
General rules (applies to all phases)
- Options only via www.cee.kerala.gov.in, fax/email/post/hand delivery not accepted.
- Candidates must log in with Application Number & Password; do not share passwords.
- Save changes frequently; save before exit. Do not use browser refresh/back or multiple tabs.
- After allotment, print the Allotment Memo and remit tuition fee as specified. Join the allotted college within the stipulated time, failure to join cancels the allotment and registered options.
- Originals of uploaded documents must be produced at admission.
Phase 1 (First allotment)
- Fresh option registration is allowed.
- Security deposit: Rs.10,000 (General); Rs.5,000 for SC/ST/OE and those eligible for fee concession. Refundable after counselling completion.
- Allotments published after option submission; candidates allotted must join and pay fees per schedule or lose allotment/options.
Phase 2 (Second allotment)
- No fresh registrations (except newly added courses).
- Option confirmation mandatory to participate, candidates must click Confirm on their option page to carry options forward.
- Only deletion/rearrangement of existing options allowed after confirmation.
- Candidates who joined in Phase 1 retain higher options; options below an allotted option are auto-deleted.
- If a Phase-1 joiner does not confirm options for Phase-2, they are not eligible for upgradation in Phase-2 (but keep the seat joined in Phase-1).
Phase 3 (Third allotment / upgradation & conversions)
- Fresh option registration allowed (mandatory for those who wish to register new preferences).
- Registration fee for fresh options in final round:
- If opting only Government seats then registration fee will be equal to annual tuition fee of the chosen seat (amount depends on seat).
- If opting also for Private self-financing seats then fee will be Rs.1,00,000 (one lakh).
- SC/ST/OE & concession-eligible candidates pay half of above amounts.
- Registration fee adjusted against course fee if allotted; refunded if not allotted, unless candidate does not join after final allotment (treated as penalty, not refunded).
Important: A candidate allotted a seat in Phase-3 becomes ineligible for any further State or All-India counseling. Exercise caution when filing options.
Stray Vacancy Filling
- Conducted after Phase-3 for remaining vacancies; fresh option registration allowed.
- Multiple stray vacancy rounds may be held if time permits before NMC cut-off.
- Liquidated damages: Vacating a seat obtained in Stray Vacancy (or vacating any previously joined seat after stray allotment) attracts Rs.50,00,000 (Rs.50 lakh) payable to CEE; non-payment leads to revenue recovery and debarment from PG allotment for up to two years.
Kerala NEET PG Counselling 2025 Bond Policy
Candidates admitted to Kerala PG Medical courses must execute two bonds (total stamp paper value: Rs.200) at the time of joining. The bonds ensure that:
- No candidate discontinues the PG course after the allotment process.
- All candidates who are admitted to the General Merit and AIQ categories will have to undertake one year of compulsory service with the Government of Kerala as a Senior Resident immediately after completion of the course. The service will be rendered as either a Lecturer, Assistant Professor, Assistant Surgeon, Junior Consultant or Senior Resident.
- The Senior Residency service begins from the date of publication of the results and the terms and conditions regarding remuneration will be fixed by the Government.
- Candidates admitted to the Super Specialty courses may be released from the bond service but the total duration of the bonded service must not exceed 2 years.
- In the case of regular appointment in Government State or Central services and are eligible for three years of bonded service, a certificate in respect of ond will be retained and the candidates may be exempted from undergoing the bonded service provision,if the Candidates provide valid supporting documents.
- The college will retain the certificates of the students until the completion of the bonded service.
- Any failure or neglect to adhere to the bonded service provision will result in liquidated damages and a recovery of stipend or salary. Failure to adhere to these conditions is classified as professional misconduct and subject to the Medical Council.
Kerala NEET PG Counselling 2025 Reporting to Colleges
As per the seat allotment results, candidates must report to the assigned medical college as indicated in the Allotment Memo, strictly within the allotted time frame. Candidates must pay the prescribed tuition fee and submit all original documents for verification at the time of reporting.
Candidates to fail to join the allotted college within the stipulated time, the seat allotment shall stand canceled and all options/options registered by candidates for that round would be deleted. Candidates should also execute required bonds at time of admission. Under no circumstances will extra time for reporting be provided. Any notices and updates should be checked and followed, as per the notifications via the web site of CEE.
Documents in original to be produced at the time of Admission:
- Admit Card issued by the National Board of Examination, NewDelhi.
- Allotment memo issued by Commissioner for Entrance Examinations.
- Document to prove date of birth.
- Pass/Degree certificate of the qualifying examination (MBBS Degree).
- Permanent Registration Certificate from Kerala State Medical Council / erstwhile T.C. Medical Council.
- T.C Medical Council.
- CRRI Certificate.
- Certificate of Eligibility/Equivalency certificate from KUHS for candidates who have passed the qualifying examination (MBBS Degree) from Universities outside Kerala.
