Bihar Combined Entrance Competitive Examination Board (BCECEB) has released the official notification for UGMAC 2026 (Under Graduate Medical Admission Counselling), inviting online applications from NEET UG 2026 qualified candidates for admission to MBBS, BDS, B.V.Sc. & A.H., and B.F.Sc. courses in Government and Private Medical, Dental, Veterinary, and Fisheries colleges across Bihar. The board has also uploaded the seat matrix and announced the complete schedule for Round 1 and Round 2 registration, choice filling, rank card publication, seat allotment, and admission.
Candidates can complete online registration, application submission, and choice filling from 10 August to 14 August 2026, while choice locking will remain open until 17 August 2026. Admissions will be conducted strictly on the basis of the NEET UG 2026 merit list prepared by the National Testing Agency (NTA).
BCECEB has released the Bihar NEET UG Rank Card 2026 for candidates participating in UGMAC 2026. Candidates can download their rank cards from the official website using the provided link. The Round 1 seat allotment result is scheduled for August 20, 2026, followed by document verification and admission from August 24 to 27, 2026.

Category and Reservation Rules
Bihar's reservation system has some rules that are genuinely tricky, especially if you are used to the national OBC framework. Let's break this down carefully.
Category-wise Reservation Breakdown (Government Colleges):

Disabled Quota (DQ) - Horizontal Reservation
5% of total seats in every institution are reserved horizontally for disabled candidates (PwD). This is a horizontal reservation, meaning DQ seats are counted within not added on top of the total seat count. DQ candidates need a valid certificate from BCECEB-authorised medical centres.
RCG - Reserved Category Girls
Bihar has a special 3% reservation for girl candidates from reserved categories (SC/ST/BC/EBC). This means reserved category girls get an additional layer of protection, one-third of the total reserved category seats across courses and institutions shall be available for eligible women candidates. This also applies at the postgraduate level by speciality, though the primary focus here is UG.
EWS - Economically Weaker Section (10%)
EWS reservation in Bihar is based on the extraordinary gazette notification (Gazette No. 284, Patna, dated 26.02.2019). EWS candidates from other states are not entitled to Bihar EWS reservation.
Also note: OBC candidates from other states who hold national OBC certificates but not Bihar BC/EBC certificates will be treated as Unreserved for Bihar state quota purposes.
Bihar NEET Counselling Registration Process - Step by Step
Bihar NEET Counselling 2026 registration is a seven-step fully online process. You cannot walk into any office and register. Everything from filling your form to paying fees to choosing your colleges happens at bceceboard.bihar.gov.in.
Step 1 - Registration (Identity Authentication)
Go to bceceboard.bihar.gov.in and click on the UGMAC-2026 section. Click on the Online Portal of UGMAC-2026.
- Enter NEET UG 2026 Roll Number, Your Name, date of birth and other security details on asking.
- The details are authenticated by the NTA's database. OTP is sent on your mobile and email address that you filled with your NTA form.
- Verify with OTP.
You will have to create your password on filling details and it should be kept confidential. After registration, UGMAC ID is generated.
Step 2 - Multi-Step Application Form
Re-login to your NEET Roll Number and Password. Fill the sections carefully:
- Personal Information
- Contact Details (permanent & correspondence address)
- Education Qualification (marks & year of passing for 10th & 12th board exams)
- Upload your passport size scanned photo and scanned signature in required specification.
There is "Save & Continue" button on each sub-section. Use it after every section.
Step 3 - Application Preview and Final Submit
Check everything on the preview page. If you find an error, click "Back to Edit" to fix it. Once satisfied, click "Final Submit & Proceed to Payment" and give the online declaration.
Important: Not completing the final submission + payment before the deadline means your application is automatically rejected. BCECEB will not entertain requests for exemption.
Step 4 - Fee Payment
Pay the counselling fee and security deposit (details below) online. Save the payment receipt, you will need it.
Step 5 - Choice Filling
After payment, log back in and start filling your college and course preferences. Add as many as you want. Then lock your choices before the deadline. Use "Unlock Choices" if you want to edit after locking but note that this requires re-locking before the deadline.
Step 6 - Download Confirmation Page and Fee Receipt
Download and save the Confirmation Page. You will need to present this at document verification.
Step 7 - Download Choice Slip
After locking your choices, download the Choice Slip from the dashboard. BCECEB will also email your final choice list to your registered email before allotment.
Editing Your Application: Editing is allowed during a specified window. However, any edit voids all previously filled choices, you will need to fill Fresh Choices from scratch after editing. BCECEB sends an SMS + email alert when this happens.

When is the security deposit refunded? At the end of all rounds of counselling, the refundable security deposit is credited back to the bank account from which it was originally paid.

- If you are allotted a seat and fail to appear for document verification

- If your documents are found invalid at verification and your seat is cancelled for that reason

Bihar NEET Counselling 2026 Document Verification
Bihar NEET Counselling 2026 does not require a separate pre-choice physical document verification round the way some states do. Instead, document verification happens at the allotted college after your provisional seat is assigned. This is called the reporting process.
At reporting, you carry all original documents withone set of self-attested photocopies. The college verifies everything. If documents are found adequate, your admission is confirmed.

Bihar NEET Counselling 2026 Choice Filling Process
Choice filling is your opportunity to tell the system which college you want. The system then tries to give you your best available option based on your merit rank.
Here is how it works:
- After successful fee payment, log into the UGMAC-2026 portal
- Go to Choice Filling section
- Add colleges and courses in your order of preference
- You can add as many choices as you want, there is no limit
- Save your choices, then lock them before the deadline
To modify after locking, click "Unlock Choices" then authenticate via password & OTP then make edits, lock again before the deadline.
If you do not lock manually before the deadline, the system auto-locks whatever you have saved. After the deadline, no changes are accepted under any circumstances.
After locking, download and print your Choice Slip. BCECEB will also email your submitted choices before allotment.
Bihar NEET Counselling 2026 Round 1 Rules
Round 1 is the main allotment round. Here is what happens:
- You fill and lock choices
- BCECEB processes your choices against the seat matrix in merit order
- A provisional allotment order is published on the portal
- Download the allotment order
- Select upgradation option at this stage: "Yes" if you want to try for a better seat in Round 2; "No" if you are happy with what you got
If you said "Yes" to upgradation:
- Go to the reporting centre for document verification as per schedule
- Your documents are retained there
- You wait for Round 2 allotment
If you said "No" to upgradation:
- Report to the allotted college within the prescribed time
- Complete document verification and admission
- Failure to report lead to security deposit forfeited & seat cancelled
Bihar NEET Counselling 2026 Round 2 Rules
Round 2 allotment happens after Round 1 admission closes. In Round 2:
- If you got a better seat than Round 1, go to the Round 2 allotted college with your documents (which you collect from the Round 1 reporting centre) and complete admission
- Bring your Round 1 Document Verification Slip along to the Round 2 allotted college
If you got allotted in Round 2 but it is worse than your Round 1 seat, you keep your Round 1 seat (you already have it, your documents are at the Round 1 centre).
In Round 2, fresh registrations are also accepted for candidates who did not register in Round 1.
Bihar NEET Counselling 2026 Round 3 Rules
Round 3 is the mop-up round, it covers seats that remain vacant after Round 1 and Round 2. Candidates who could not get a seat in the first two rounds are eligible. Fresh registrations are accepted in Round 3 as well.
No upgradation option is available in Round 3. If you get a seat in Round 3, you must join.
Bihar NEET Counselling 2026 Stray Vacancy Round
Any seats still remaining after Round 3 go into the Stray Vacancy Round. This is typically a smaller round with fewer seats. Candidates who have been registered but non-allotted through Round 3 remain eligible.
For B.V.Sc. & A.H. specifically: if Self-Financed and Ward Quota seats remain vacant after the Stray Round at Bihar Animal Science University, those seats are transferred under State Quota and a Special Stray Round is conducted by BCECEB, Patna.
Bihar NEET Counselling 2026 Exit, Resignation and Forfeiture
Upgradation and security deposit: If you said "Yes" to upgradation in Round 1 and get a better seat in Round 2. If Round 2 does not improve your situation, you keep your Round 1 allotment. But you must complete admission in the time given.
Forfeiture conditions:
- Allotted a seat but did not appear for document verification then security deposit forfeited & seat cancelled
- Appeared for verification but did not complete admission within prescribed time then seat cancelled and may be forfeited
When is the deposit refunded? After all rounds of counselling conclude, BCECEB refunds the security deposit to the bank account it was paid from, for candidates who did not get any seat or who were allotted a seat but that seat was subsequently cancelled through the counselling process.

Bihar NEET Counseling 2026 Allotment Result
After choice locking, the BCECEB processes allotment centrally using NIC software. The provisional allotment order is published on bceceboard.bihar.gov.in. To check:
- Log into the UGMAC-2026 portal with your NEET Roll Number and password
- Click on "Provisional Allotment Order"
- Download and print it

Bihar NEET Counselling 226 Reporting Process
Reporting is how you physically take up the seat you were allotted. Here is what happens:
- Download the allotment order
- Select upgradation option (Yes/No) while downloading Round 1 order, this is your only window to express preference for Round 2
- If No then report at the allotted college/reporting centre within the prescribed window (typically 11–13 August for Round 1)
- At the reporting centre: Document verification is done
- If eligible then admission is confirmed; you submit original documents at the college and get a receipt
- If upgrade is Yes then documents retained at reporting centre; you wait for Round 2 allotment
For Round 2 upgradation candidates: Before going to the Round 2 allotted college, collect your original documents from the Round 1 reporting centre. Carry the Round 1 Document Verification Slip.

Carry ALL of the following in original with one set of self-attested photocopies:
- NEET UG 2026 Admit Card
- NEET UG 2026 Score Card
- UGMAC-2026 Rank Card (downloaded from BCECEB portal)
- 10th marksheet and Passing Certificate
- 12th marksheet and Passing Certificate
- Residential / Domicile Certificate (Niwas Praman Patra)
- Caste Certificate (if applicable - for SC/ST/BC/EBC/EWS)
- Aadhar Card
- Downloaded Confirmation Page of UGMAC-2026 application
- Check Slip + Biometric Identification Report Form (1 copy) - downloaded from portal
- Six passport-size photographs (identical to the one pasted on NEET UG 2026 admit card)
- DQ (Disability) Certificate - if applicable, from authorised BCECEB-listed centres only
- EWS / SMQ certificate - if applicable
- All certificates required by the specific Private Medical/Dental College - if allotted a private college seat

Q. What is UGMAC-2026?
A. UGMAC (Under Graduate Medical Admission Counselling) 2026 is Bihar's state-level online counselling process for MBBS, BDS, and B.V.Sc. & A.H. admissions. It is conducted by BCECEB, Patna.
Q. My NEET rank is 1.5 lakh (AIR). Can I get a government MBBS seat in Bihar?
A. For UR category, a 1.5 lakh AIR typically falls outside the closing rank for most Bihar government colleges. However, for reserved categories (EBC/BC/SC/ST), your state category rank may be much better. Check your Bihar state merit rank once the rank card is released.
Q. I am OBC nationally. Which category should I fill in UGMAC?
A. Bihar does not have OBC. Check Bihar's BC and EBC lists. You are either BC or EBC in Bihar. Filling "OBC" may invalidate your reservation claim.
Q. What is the security deposit for private medical colleges?
A. Rs. 2,00,000 for all categories for private medical college applicants. This is refundable unless forfeited.
Q. Is Bihar NEET counselling fee refundable?
A. The counselling/registration fee (Rs. 1,200 or Rs. 600 depending on category and college type) is non-refundable under all circumstances.
Q. Can I participate in both AIQ (MCC) and UGMAC counselling?
A. Yes, you can register for both. But you cannot hold seats in both simultaneously. Choose one at the time of final admission.
Q. How many rounds are there in Bihar NEET counselling?
A. Four rounds: Round 1, Round 2, Round 3, and Stray Vacancy Round. All rounds are conducted online.
Q. What is the RCG reservation in Bihar?
A. Reserved Category Girls (RCG) get 3% additional reservation for girl candidates from reserved categories (SC/ST/BC/EBC). This ensures that one-third of total category seats in each institution remain available for eligible women.
