Odisha NEET Counselling 2025 Round 3 Choice Filling

Directorate of Medical Education and Training (DMET), Odisha, has started the Round 3 Choice Filling process for Odisha NEET UG Counselling 2025, with another chance to get a MBBS and BDS seats in medical and dental colleges of the state. Eligible Candidates can fill and lock their Choices after the publication of the Final Revised State Merit list on 14th October 2025. Choice Filling and Locking process is started on 14th October at 08:00 PM, and will conclude on 16th October 2025 at 04:30 PM.

For candidates who were not allotted a seat in the previous rounds and want an upgradation of their allotted seat, this phase is essential. Candidates should refer to the vacant seats matrix, priority the colleges which they want to take admission in, and lock their choices to participate in Round 3 of the counselling process.

Odisha NEET Counselling 2025 Round 3 Choice Filling Schedule

Candidates can fill and lock their choices online from 14th October 2025 (08:00 PM) to 16th October 2025 (04:30 PM) through the official OJEE portal. It is mandatory to lock the choices before the deadline; otherwise, the last saved options will be considered automatically for seat allotment. Procedure of Online Counselling for Odisha NEET 2025 Round 3

Round 3 of the Odisha NEET UG Counselling in 2025 has been organized by the Odisha Joint Entrance Examination (OJEE) Cell for MBBS and BDS admission in state medical and dental colleges. All candidates who have registered successfully and attended the State Merit List are eligible to take part in the Round. This process is done entirely online from choice filling and seat allotment to reporting and can be found on the official website https://ojee.nic.in.

1. Choice Filling and Locking

  • Candidates who are listed in the State Merit List must log in using the same User ID and Password created during registration.
  • Visit the official website: https://ojee.nic.in.
  • Click on “Counselling for MBBS and BDS Courses”.
  • Fill in the course (MBBS/BDS) and college preferences in order of choice.
  • Lock the choices before the deadline. If a candidate fails to lock manually, the system will automatically lock the last saved choices after the deadline.

2. Seat Allotment

  • Seat allotment is done strictly on the basis of merit, preference, and seat availability, so in that order.
  • Once seat allotment is in place, the candidates will be able to download their Allotment Letter from the OJEE portal.

3. Reporting for Provisional Admission

After being allotted a seat, the candidate must report in person to the OJEE Cell, Gandamunda, Bhubaneswar, on the date and time specified below, accompanied by:

  • All original documents, mark sheets and certificates
  • Signed bond
  • Admission Fees (either online or by demand draft)

At this stage, candidates must select one of two options:

  • Freeze – To keep the seat allotted and not participate in any further rounds.
  • Float – To take the seat allotted and remain eligible for upgrade in the next round.
  • They must also submit their original College Leaving Certificate / School Leaving Certificate, after which a Provisional Admission Letter will be issued.

4. No Reporting Consequence

  • Candidates that do not report for admission or complete the process above will be removed from the counselling system, and the seat will be treated as vacant for the next round.

5. Final Reporting to the Allotted Institution

  • After Round 3 of reporting, candidates must report to their allotted institution before the notified date with a copy of the provisional admission letter to continue the admission process.

6. Resignation and Refunds

Candidates wishing to resign on or prior to the due withdrawal date will receive:

  • 90% of their admission fee back 
  • 10% deducted as processing fees

If a candidate resigns after the due withdrawal date, the candidate will not receive any part of the fee back and may be subject to a financial penalty as established by the state government.

7. Upgradation/sliding

  • If any vacancy still exists after Round 3, it will be upgradation/sliding of candidates who selected Float.

A. The allotment of seats must be brandished strictly according to NEET UG 2025 rank, candidate category, merit position, and choices filled, subject to seat availability in each course and college.

Q. Is there any option for upgradation after Round 3?

A. All candidates who select the Float option during admission may be upgradable or slipped according to merit and availability if vacancies remain after Round 3.

Q. Will there be a spot (mop-up) round after Round 3?

A. If there are still vacancies remaining following Round 3 and potential upgradation of seats, then the Chairman, OJEE may call for a Spot Counselling (Mop-up Round). Candidates must be fully present to attend the Spot Counselling (Mop-up Round), and there will be no proxies permitted to attend on behalf of a candidate.
