In the 2025 admission process, 50% postgraduate seats in Odisha are reserved for State Quota and assigned by DMET Odisha, and the remaining 50% will be provided under the All India Quota (AIQ) by the Medical Counselling Committee (MCC).

Eligible candidates who appeared NEET PG 2025 and obtained the minimum cutoff score will be registering online and submitting fees on the DMET Odisha government website starting from November 2, 2025 (10:00 AM) to November 5, 2025 (11:55 PM).

Odisha NEET PG Counselling 2025 Eligibility Criteria

To participate in the Odisha NEET PG Counselling 2025, candidates must meet the eligibility conditions prescribed by the Directorate of Medical Education & Training (DMET), Odisha in accordance with the National Medical Commission (NMC) and Ministry of Health & Family Welfare (MoHFW) guidelines.

Odisha NEET PG Counselling Process 2025

There will be four rounds of counselling, Round 1, Round 2, Mop-up Round, and Stray Vacancy Round. The first two rounds will be conducted online, while the Mop-up and Stray Vacancy Rounds will be conducted in physical mode, unless otherwise decided by the selection committee due to exigency.

1. Registration

  • All NEET PG 2025 qualified candidates who wish to participate in Odisha State Counselling must register online at www.dmetodisha.gov.in.
  • Registration includes creating a username and password for login. Without registration, candidates cannot proceed further.
  • Candidates must ensure the security of their login credentials and not share them with anyone.

2. Online Application

  • After logging in, candidates must fill out the online application form carefully and click “Submit.”
  • A printout of the submitted application form must be retained for future reference.

3. Document Verification

  • Candidates are required to report in person for verification of physical documents at the Office of the Dean & Principal, SCB Medical College & Hospital, Cuttack on the assigned schedule.
  • Candidates are required to make a payment of Rs.2,500 as a counselling/application fee through SBI Collect (https://www.onlinesbi.com/sbicollect/).
  • Candidates should bring original documents along with two self-attested copies of each of them for document verification at the venue.
  • Verification will only be applied to eligible candidates; included in the state merit list; and eligible for choice filling.
  • Non-reporting for verification automatically renders the candidate ineligible.

Note: There will be no option for fresh registration in the next round, even if candidates do not watch the next round, unless and until the NEET PG cut-off has been modified.

4. Choice Filling and Locking

  • Eligible candidates are expected to login for choice filling and enter the college and course choices by order of preference.
  • Once the candidates check their chosen options, they must lock their choices before the end of the scheduled time.
  • Candidates will be offered the option to float (upgrade) or freeze (keep the allotted seat) in Round 2.

5. Seat Allotment and Admission

  • Seats will be allotted based on NEET-PG rank with merit and reservation seat allocation and followed by the college/course preference choice submitted by candidates.
  • Candidates are required to download the Allotment-cum-Admission Letter and are expected to report in person to the Convenor with the required Admission Fees in cash.
  • Original College Leaving Certificate (CLC)/Transfer Certificate (TC) is to be submitted for provisional admission.
  • The mode of Funds as required by the Admission Fee will be announced by DMET.

6. Reporting to Allotted College

  • After receiving the provisional admission letter, candidates must report to the respective allotted college within the notified dates to complete institutional formalities.

7. Round 2 Counselling

  • Conducted for vacant and upgraded seats after Round 1.
  • Candidates already admitted may be upgraded, and new allotments will be made for available seats.
  • No candidate will be allowed to resign after completion of Round 2 to join All India Quota seats.

8. Mop-Up Round (Physical Counselling)

  • Conducted for remaining vacant seats after Round 2.
  • Candidates must produce the original CLC and admission fee during this round.
  • Unfilled reserved seats will be transferred to the general category.
  • Once admitted in the Mop-up Round, candidates cannot change the course or seat.

9. Stray Vacancy Round

  • Conducted in physical mode for seats existing after the mop-up round.
  • Only candidates not holding any seats in All India or State quota are eligible.
  • The last seats will be filled only on a merit basis according to the availabity with on the spot admission.
  • Candidates will be required to submit CLC and admission fees for final seat confirmation.

10. Seat Surrender and Refund Policy

  • Seat surrender can be facilitated as per MCC / Supreme Court guidelines, and the candidates will receive a payment of 90% of admission fee with a deduction of 10% as process fee. 
  • Resignation after mop or after not reporting will be considered as a seat lose and penalties will invoke.

Odisha NEET PG Counselling 2025 Online Registration Process

Directorate of Medical Education and Training (DMET), Odisha is responsible for the online registration for Odisha NEET PG Counselling 2025 at www.dmetodisha.gov.in. 

Eligible applicants can apply for MD, MS and PG Diploma courses at Government and Private Medical Colleges in Odisha under the State Quota. 

Applicants should read and follow the detailed stepwise process carefully to complete the online registrations and submission of application forms. If any technical issues arise, please contact the technical helpline by email or WhatsApp, before the last date of application.

Minimum Requirements Before Registration

Before starting the application process, candidates must ensure the following:

  • Permanent Residency – Must possess a valid Permanent Resident Certificate (PRC) issued by the Government of Odisha.
  • (Candidates from other states must have passed MBBS from a Government Medical College in Odisha.)
  • Application Fee Payment – Counselling fee must be paid online through the payment link provided on the DMET Odisha website.
  • Documents Ready – Recent Passport-size Photograph and Full Signature (scanned as per specified size). No selfies or short signatures are accepted.

Step-by-Step Registration Procedure

Step 1: Preliminary Registration

  • Visit www.dmetodisha.gov.in and open the PG Counselling 2025 section.
  • Fill in the preliminary registration form:
  1. Select Resident of Odisha (Yes/No).
  2. Indicate if you have passed MBBS from a Government Medical College in Odisha.
  3. The Year of Counselling will be auto-set as the current year.
  4. Enter your NEET PG Roll Number and Date of Birth (as per NEET record).
  5. Verify that your Name and Rank appear automatically from the NEET database.
  • Enter your Email ID (twice for confirmation) and create a password meeting these conditions:
  1. At least 8 characters, including one uppercase letter, one number, and one special character.
  2. Do not use spaces or symbols such as #, ,, ;, “, !.
  • Choose a Secret Question and Answer for password recovery.
  • Enter the Captcha and click Register & Proceed.

Step 2: Basic Information

  • Upon completing the preliminary registration you will be redirected to the Basic Information Dashboard. 
  • Choose if you are applying to MD / MS, PG Diploma or Both. 
  • Pay the required application fee as per category.
  • Details such as Name, DOB, Email will be auto-filled.
  • Enter the following manually:
  1. Father’s Name, Gender, Category, Resident Status
  2. A mobile number (non-DND active) and WhatsApp Number
  3. MBBS College Name and Study
  4. NEET PG Roll Number, Score / Percentile, and Registration Details (OCMR / ICMR Number, Name of Council, Internship status).
  • If applicable, enter Service Details (designation, location, cadre, and district).
  • Enter Payment Details – SB Collect reference number and bank transaction ID.
  • Provide Present and Permanent Address (tick box if both are same).
  • Upload the scanned Photograph and Signature and preview the upload.
  • Click Save and Continue to proceed to the next step.

Step 3: Service Particulars (For In-Service Candidates Only)

  • Select whether you belong to the Direct or In-Service category.
  1. Direct category: Candidates not working under the Government of Odisha.
  2. In-service category: Government doctors working in Odisha.
  3. In-service candidates must specify if they joined before or after 21/03/2016, as it determines additional weightage (10–30%).
  • Enter details chronologically:
  1. Posting location, join date, relieving date. 
  2. The system automatically computes total service days and weightage values. 
  3. If you have leave dates, please enter them, and the system will determine total service days based on your entry. 
  • Ensure all your information is correct prior to the submission of your application, but if not, update the information as required. 
  • When satisfied, Save your information and move onto the Final Declaration.

Step 4: Final Submission

  • Carefully review all supplied details. 
  • Click Final Submit, and an OTP will be sent to the registered phone number (delivered only between 10 a.m. and 9 p.m. according to the TRAI guidelines). 
  • Remember to enter the OTP to finalize submission. 
  • If the application has been submitted successfully, your application will be assigned a unique Application number. 
  • You will receive a confirmation message providing your User ID and stating that a password is being sent to you.
  • You are required to print the final application form.  Your User ID and password should be noted for your records.

Odisha NEET PG Counselling 2025 Online Choice Filling & Choice Locking

Choices once locked cannot be unlocked, edited, or modified under any circumstance. Choice locking is OTP-based, so claims about “auto-locked” choices or someone else locking your choices will not be entertained unless supported by verifiable evidence.

Before You Start: You should be using a laptop or desktop (not a smartphone) with a steady internet connection to ensure a quick and high-bandwidth connection. Also, make sure your browser is updated with the latest version (latest Chrome, Firefox, Edge, etc.). 

Keep your NEET scorecard, login credentials (username and password), and scanned photo/signature file on hand. In case you encounter issues with your computer or connection, contact DMET technical help via email/WhatsApp to solve the problem before the submission date.

Who can fill choices: Only candidates who have a valid rank in the merit list published online are eligible to fill in and lock preferences online.

Online Choice Filling & Choice Locking Process:

  • Log in at the DMET portal using your registered email/ID and password, complete the captcha, and enter.
  • Open Available Seats to review seats shown for your category and cross-check with the published seat matrix; print this page if needed.
  • Go to Filling Choices, browse institutes and subjects, and click the (+) Add icon to move preferred choices to your preference list.
  • Use the Move Up / Move Down arrows to order preferences exactly as you want them; use Delete to remove unwanted entries.
  • Click SAVE frequently to store progress; if internet disconnects, unsaved entries may be lost.
  • When finalised, click LOCK CHOICES, enter the OTP received on your registered mobile, and submit. The system will confirm locked choices.
  • Immediately print the Locked Choices page and keep it for records.
  • Log out securely. After allotment, log in to download the Allotment-cum-Admission Letter.

Odisha NEET PG Counselling 2025 – Application Fees

All candidates applying for Odisha NEET PG Counselling 2025 must pay a non-refundable counselling/application fee as part of the registration process. The payment must be made online only through the State Bank of India (SBI Collect) portal before submitting the application form. Candidates must ensure the payment is completed successfully and retain a printed copy of the payment receipt for document verification.

Odisha NEET PG Counselling 2025 Bond Policy

Odisha NEET PG Bond Policy states that a mandatory service bond will be signed before admission for all applicants who are admitted to Government Medical Colleges (under State or All India Quota) in the MD, MS, MDS, DM, and M.Ch. courses. 

Key Points: 

  • The bond only applies to postgraduate and super-speciality courses and does not apply to MBBS/BDS or any sections of paramedical students. 
  • Signing the bond is compulsory to secure the admission, and the said bond will be validated by DMET Odisha. 
  • After the course, the applicant must serve in any state health institution for the period of 2 years. 
  • After completing the service term, both direct and in-service doctors are released from the bond.
  • If a candidate pursues higher studies immediately, the bond is deferred and resumes after completion of the next course.
  • If the State Government doesn’t offer an appointment within 6 months, the bond automatically lapses.
  • Defaulters (not serving the 2-year term) must pay double the total stipend/salary received during training.
  • Candidates leaving the course mid-way must pay a penalty of Rs.10 lakh plus the stipend/salary drawn till that date.

Execution Procedure:

  • The bond must be executed on Rs.21 non-judicial stamp paper, during the admission process and signed by the applicant, 2 sureties (preferably parents/guardian) and, the Dean & Principal. 
  • Bonds should be collected centrally to ensure proper documentation, this is done at the time of admission and sent to DMET and to DHS Odisha for record of placement and monitoring. 
  • In-service candidates must also sign an additional bond as per the stipulations from the government.

Odisha NEET PG Counselling 2025 College Reporting

Following the seat allotment, the candidate must visit the assigned college as per the prescribed date and time as part of admitting procedure and joining to the department. 

  • The candidate must present the Allotment-cum-Admission Letter to the Dean & Principal of the college during the admission completion and for record verification.
  • Original certificates will be submitted along with the original service bond for college records.
  • Admitted candidates must join their respective departments immediately; those already employed must join after official release from their workplace.
  • If a candidate resigns before completing the course, they must pay a Rs.10 lakh penalty plus the stipend/salary received via bank draft in favor of “Entrance Examination Fees, DMET, Odisha”, Bhubaneswar. Admission fees will not be refunded.
  • All candidates (except those in private colleges) must submit the mandatory post-PG service bond in the prescribed format available on the DMET website.
