Choice Filling is an integral part of the Tamil Nadu NEET PG Counselling 2025 , which is fully conducted through the online portal. After making the registration along with payment, all candidates are required to log into the portal to indicate their preferred courses and colleges according to the order of their preference (i.e. most preference to least preference).
Main Points:
- Choice filling is only available during the specific counselling time frame that will be announced by the Selection Committee
- Candidates are allowed to fill, edit, reorder and review choices until the choices are locked.
- Once choices are locked, no changes can be made under any circumstance.
- Candidates should choose carefully based on their rank, reservation category, seat availability, stipend structure, and overall infrastructure of the college.

In the Tamil Nadu NEET PG Counselling 2025 process, seat allotment will take place through online counselling only, and based on the NEET PG rank with the reservation policy and the order of preference of the locked choices provided by candidates. The Selection Committee would shuffle seats for all categories of Government Medical Colleges, Government quota seats in Self-Financing Medical colleges, and Management / NRI quota seats according to eligibility.
Both the provisional allotment orders and the selection results are published online. The candidate receiving the provisional allotment is required to download the provisional allotment order or the selection result, and appear in person to join their provisionally allocated college along with original documents, and any specified additional documents (if stated). The joining process needs to occur within the specified time frame otherwise the seat may be cancelled, recoverable fees for registration (if applicable) are forfeited, and the process for subsequent rounds screening may not allow you to continue past certain points.
Tamil Nadu NEET PG Counselling 2025 Round-Wise Counselling Process
Tamil Nadu NEET PG Counselling for 2025 is managed completely online by the Selection Committee, Directorate of Medical Education & Research (DMER), Tamil Nadu. The counseling will adhere to DGHS / MCC norms and will have four rounds (Round 1, Round 2, Round 3 (Mop-Up) and Stray Vacancy Round).
The process for admission based on the State Rank, NEET PG score, communal reservation, and availability of seats. There will be absolutely no mutual transfer or request for change of college at any stage.
Round 1 Counselling
- All online registration, payment, choice filling & locking must be completed as per the defined schedule.
- All eligible candidates (Government, Management, Minority & NRI quota) are eligible to participate.
- Seat allotment will be based on NEET PG rank attained and reservation norms and locked choices.
- Candidates must download the provisional allotment order after results are published.
- Reporting to the allotted college must be completed by the specified last date.
- Candidates who do not join/resign within the deadline are still eligible for Round 2.
Round 2 Counselling
- Conducted for vacancies arising from non-joining, resignations, or newly sanctioned seats.
- Fresh registration is not mandatory; candidates who didn’t register/lock choices in Round 1 can still participate.
- Re-allotment (upgradation) allowed based on rank and reservation rules.
- Candidates who retained their Round 1 seat may resign only within the permitted time.
- Those who do not join after Round 2 allotment must pay the discontinuation penalty.
- After the resignation deadline, discontinuation fees apply:
- PG Diploma: Rs.10 lakh
- PG Degree: Rs.15 lakh
Round 3 Counselling (Mop-Up Round)
- Held after completing Round 2 to fill remaining vacant seats.
- Candidates allotted in previous rounds and joined are still eligible for Mop-Up if they resigned within the permitted period.
- The new registration fee will be required for candidates who were earlier allotted a college but did not join/resigned.
- Candidates allotted in Round 3 will not be eligible for any further rounds.
- If a candidate does not join in Round 3 after the allotment, the registration fee, in addition to the security deposit and tuition fees, will be forfeited.
Stray Vacancy Round
- Conducted for leftover seats after Round 3 (Mop-Up).
- Only candidates without any allotted seat in Rounds 1, 2, and 3 are eligible.
- Candidates holding seats in State or All India rounds (including DNB/Deemed) are not eligible.
- Registration fee required except for those never allotted in earlier rounds.
- Once allotted, candidates must join, no resignation or upgradation allowed.
