Types of Odisha NEET Counselling 2026

Odisha NEET Counselling 2026 comprises the following quota of seats.

  • State Quota: 85% of the seats in Government Medical/Dental Colleges and 100% of the seats in Private Medical/Dental Colleges available to all State Domicile NEET UG 2026 qualified candidates and offspring of All India Civil Service officers posted in Odisha cadre.
  • NRI Quota: Seat reservation for the NRI candidates in the state, available to both Odisha domicile and non-Odisha domicile NRI candidates qualifying NEET UG 2026.
  • All India Quota (Not part of OJEE counselling): 15% of seats in Government Medical/Dental Colleges are filled separately through NEET UG merit by the Medical Counselling Committee (MCC).
  • Deemed University Seats (Not part of OJEE counselling): MBBS/BDS seats in Deemed Universities located in Odisha, such as private institutions affiliated to certain deemed universities, are counselled independently by MCC/DGHS and are open to candidates from across India.

Odisha NEET Counselling 2026 process runs entirely online through the OJEE portal and follows these broad steps.

  1. Online registration on www.ojee.nic.in, creating a username and password, and payment of the non-refundable registration fee.
  2. Filling the application form with personal, qualification, category, and contact details, exactly as per the NEET UG 2026 rank card.
  3. Uploading scanned copies of all required documents in PDF format for online verification.
  4. Successful document verification, after which the candidate's name appears in the State Merit List.
  5. Filling and locking choices of course (MBBS/BDS) and college in order of preference within the notified schedule.
  6. Seat allotment on merit basis, followed by downloading the Allotment Letter.
  7. Reporting in person at the OJEE office, Gandamunda, Bhubaneswar with original documents, the prepared bond, and payment of the admission fee, along with exercising the Freeze/Float option.
  8. Repeating the process for Round 2 and Round 3, and reporting at the allotted institute for final admission after Round 3.
  9. Participating in the Stray/Spot Round, where physical presence is compulsory, if seats still remain vacant.

Odisha NEET Counselling Registration Process

Registration for Odisha NEET UG Counselling 2026 is done entirely online on www.ojee.nic.in under "Counselling for MBBS and BDS Courses." A few points worth knowing:

  • Candidates must click on "New Candidate Registration," read and accept the declaration, and enter personal details exactly as per the NEET UG 2026 rank card, including application number, name, date of birth, and gender.
  • After the details are authenticated, candidates fill in their mobile number, email ID, and choose a password to complete the registration, followed by payment of Rs. 1,000 as registration fee, which is non-refundable.
  • Once registered, candidates must log back in using their application number and password to complete the remaining steps: Application Form, Qualification Details, Contact Detail, Upload Documents/Images, and Preview & Final Submit.
  • All documents must be uploaded in PDF format only, clearly scanned from the original, within the specified file size limit, and the file name must not contain special characters.
  • If a query is raised during document verification, candidates must respond within 24 hours through their registered email ID, failing which the document verification is cancelled and the candidate is not placed in the State Merit List.
  • Username and password must not be shared with anyone, and candidates are advised to keep changing their password at frequent intervals for security.

Odisha NEET Counselling Choice Filling

Choice filling in Odisha NEET Counselling 2026 happens after successful registration and appearance in the State Merit List, and a few rules apply throughout the process.

  • Candidates submit their choice of course (MBBS/BDS) and college in order of preference on the online portal and lock the choice within the notified schedule; if not locked manually, it gets locked automatically once the schedule ends.
  • Fresh choices have to be filled for each subsequent round; Round 1 choices are treated as null and void once Round 2 begins, and the same applies going into Round 3.
  • Candidates already admitted after Round 1 who choose the Freeze option retain their allotted seat and do not need to fill fresh choices for Round 2.
  • Candidates who choose the Float option after Round 1 may get upgraded in Round 2 based on their rank and seat availability; if upgraded, the earlier seat is automatically cancelled and released to other candidates.
  • In Round 3, a candidate allotted a seat for the first time cannot upgrade or resign; a candidate who was already admitted earlier and gets upgraded in Round 3 must relieve their earlier seat and join the new one.

Odisha NEET Counselling Seat Allotment Process

Seat allotment for Odisha NEET Counselling 2026 is made strictly on the basis of the State Merit List and the choices locked by the candidate.

  • If a candidate is allotted their 1st choice and takes admission, they cannot participate in subsequent rounds; if the allotment is not the 1st choice, the candidate can choose to participate in a later round only for improvement, via the Freeze or Float option.
  • In Round 2, all newly registered candidates, unallotted candidates from Round 1, and candidates allotted a seat in Round 1 but who did not report, must fill and lock a fresh set of choices.
  • Candidates who do not complete provisional admission formalities after being allotted a seat are removed from the system, and the seat is treated as vacant for the next round; such candidates can still participate in Round 2 with fresh choice filling.
  • Candidates allotted a seat in Round 3 for the first time who do not join exit with forfeiture and elimination, meaning they cannot participate in any further round of counselling, including the Stray/Spot Round.
  • Candidates who have taken admission through All India Counselling (MCC) and retained their seat after Round 3 of All India counselling are not allowed to surrender that seat to join Odisha state counselling; doing so can invite legal action.
  • The Stray/Spot Round requires the physical presence of the candidate, and no authorised representative is entertained on the candidate's behalf.
