Haryana NEET PG Counselling 2025 will be conducted on behalf of the Directorate of Medical Education and Research (DMER), Haryana by Pandit Bhagwat Dayal Sharma University of Health Sciences, Rohtak (UHSR) through an online method for the admission to MD, MS, and PG Diploma courses at Government, Government-Aided and Private Medical Colleges located in the state including institutions of SGT University, Gurugram and Al-Falah University, Faridabad.

In Haryana’s Government medical institutions, 50% of the total PG seats are allotted under the All India Quota (AIQ) through MCC, while the remaining 50% are reserved under the Haryana State Quota. In Haryana State Quota, up to 40% of the seats will be reserved for in-service candidates (INS category) from Haryana Government or ESIC hospitals with having valid NOC. In addition, 25% seats as Institutional Preference, will be reserved for those candidates, who have completed MBBS from medical colleges located in Haryana.
Private medical colleges and universities in Haryana will allocate 50% of seats under the State Quota (Open Merit) and 50% under the Management Quota, following the provisions of the Haryana Private Universities Act, 2006. Furthermore, 5% of seats across all institutions are reserved for candidates with benchmark disabilities (PwBD) as per the Rights of Persons with Disabilities Act, 2016.
Approximately 875 PG seats are available in 13 medical colleges in the state. The admissions will be only based on the merit list of the NEET PG 2025 entrance examination. Eligible applicants can also take admission to a few of the top Postgraduate medical programs in Haryana for the academic session 2025–26 through this centralized counselling procedure.

Procedure for Admission to State Quota Seats in Government / Government-Aided and Private Medical Colleges
Haryana NEET PG Counselling 2025 facilitates admission to postgraduate courses, including MD/MS/PG Diploma Courses under State Quota seats to Government, Government Aided and Private Medical Colleges of Haryana, and it will be held online by the Pandit Bhagwat Dayal Sharma University of Health Sciences, Rohtak (UHSR), on behalf of DMER Haryana. The admission process will be based entirely on merit, as determined by the Haryana State Merit List prepared on the basis of NEET PG 2025 Marks. A detailed procedure of counseling is as follows:
Merit-Based Admission:
- All admission will be held online based on the Haryana State Merit List prepared on the basis of NEET PG 2025 merit.
- Only candidates registered on the counseling web portal will be eligible for consideration.
Schedule Compliance:
- The counseling and commencement of the classes will adhere to the schedule notified by NMC / MoHFW / Government of India / State Government.
Eligibility Compliance:
- Only applicants who conform to the eligibility criteria of NEET PG 2025 will be eligible to be considered for admission.
Criteria for Tie-Breaking:
- In case of an equal score, NEET PG 2025 Rank will be used to determine inter-se merit.
- For ESM category, the priority will be given as per state government’s Notification.
Choice Filling:
- Candidates must fill their course/speciality/institution preferences online.
- Once locked, preferences cannot be edited after the deadline.
Seat Allocation:
- The procedure of allotment of seats will be based on the merit of NEET PG 2025 examination and preferences filled by the candidates.
- The allotment will be done provisionally pending verification by the Admission Committee.
Document Verification:
- Candidates who are there in the provisional allotment will have to report in person for document verification at Pt. B.D. Sharma UHSR, Rohtak along with all original documents.
- Non reporting of candidate or failure to produce any of the original documents (or valid document) will lead to cancellation of allotted seat.
Role of the Admission Committee:
- The Admission Committee will supervise all activities related to admissions, from the management of the admission portal, allotment of seats to addressing and resolving any quarrel, complaint or dispute.
- The Director General, Medical Education & Research, Haryana will act as Appellate Authority in case of any grievances.
Seat Matrix:
- The final seat matrix for each speciality and category will be published on the official websites (uhsr.ac.in) and on the admission web portal.
Preference Order:
- A candidate’s choice will first be considered for Institutional Preference seats, and then under General Category seats.
Subsequent Rounds:
- Vacant seats after each round will be filled in the next round of counselling.
- Fresh registration will be allowed for the 2nd round, while already registered candidates must submit fresh preferences if they wish to participate.
In-Service Candidates (INS Category):
- Only Haryana Government in-service doctors (HCMS) and those serving in ESIC/Autonomous bodies are eligible if they possess a valid NOC from the competent authority.
- NOC issued after registration start date will be valid only for the next round of counselling.
Processing Fee for Colleges:
- The Private Medical Institutions, SGT University, Gurugram and Al-Falah University, Faridabad etc. have to pay a processing fee of ₹2,000 for each sanctioned seats to UHSR, Rohtak.
Further Rounds:
- If vacancy exists, even after the second round, subsequent rounds (Mop-Up / Stray Vacancy) will be held until all circumstances of filling seat vacancies comply with NMC / MoHFW / MCC / State Government directives.
Process for Admission to Management Category Seats in Private Medical Colleges of Haryana
The admission process for Management Category seats in private medical colleges in Haryana is essentially the same process that is followed for the counselling for MD/MS courses under State Quota in Government and Government Aided Medical Colleges and Open Merit Category seats in Private Medical Colleges, including the Private Universities.
There are, however, a few notable exceptions and additional requirements for Management Category admissions. The merit list for Management Category seats is compiled according to the All India Merit Rank (AIR) of NEET PG 2025. Students seeking admission to Management Category seats, despite the number of applications, are accepted only on the basis of merit, and students can apply from all over India.
Below is a detailed explanation of the process and bond conditions for candidates admitted under the Management Category:
Counselling Procedure:
- The same online counselling procedure and schedule followed for State Quota and Open Merit seats are applicable to Management Category seats.
- Admissions are conducted through Pandit Bhagwat Dayal Sharma University of Health Sciences, Rohtak (UHSR) under the supervision of DMER, Haryana.
Eligibility:
- Candidates from all over India are eligible to apply, irrespective of domicile.
- Admission is strictly based on All India NEET PG 2025 Merit.
Bond Requirement:
- At the time of admission, all candidates (except in-service candidates) are required to sign a bond of ₹10 lakhs with two sureties, duly notarized by a 1st Class Magistrate, stating that he/she will not discontinue the course midway.
- If a candidate discontinues the course after cut-off period (within 3 days before the last date of admission notified by NMC), he/she will be subjected to the following penalty:
- Three years of debarment from applying for any PG course in Haryana.
- Payment of ₹10 lakhs as bond penalty.
- Payment of full fee for the current academic session and 50% fee of the next session.
Special Case – ESIC Medical College, Faridabad:
- Candidates taking admission under the management quota in ESIC Medical College, Faridabad must also submit a specific bond as per ESIC’s institutional policy.
- Details of the ESIC bond can be checked on the official ESIC website and the admission portal.
Resignation Policy:
- The last date for resignation after joining in any counselling round and the eligibility for subsequent rounds will be governed by MCC/DGHS guidelines and as notified by the Haryana Admission Committee for each round.
Admission to NRI Category (NRIs/PIOs/OCIs/Foreign Nationals) – Haryana NEET PG Counselling 2025
Haryana NEET PG Counselling 2025 will allot 15% of the management quota seats in Private Medical Colleges Managed by Pt. B.D. Sharma University of Health Sciences, Rohtak for candidates in NRI Category along with Private Universities such as SGT University, Budhera (Gurugram) and Al-Falah University, Faridabad.
The selection is based entirely on NEET PG 2025 merit, restoring merit-based admissions in a more transparent manner. The NRI Category will also have Persons of Indian Origin (PIOs), Overseas Citizens of India (OICs), and Foreign Nationals as long they meet the eligibility criteria.
Seat Reservation:
- 15% of the management quota seats in private medical colleges are reserved for NRI Category candidates.
Basis of Admission:
- Admissions are conducted strictly as per the NEET PG 2025 merit list.
- Only NEET-qualified candidates are eligible for consideration.
Eligible Categories:
- NRIs, PIOs, OCIs, and Foreign Nationals who have qualified NEET PG 2025 can apply.
Preference Order for Admission:
The following order of preference is followed while allotting NRI Category seats:
i. Actual NRIs/OCIs/PIOs who originally belong to the State of Haryana.
ii. Children of NRIs/OCIs/PIOs originally belonging to Haryana.
iii. Actual NRIs/OCIs/PIOs belonging to other Indian States or Union Territories.
iv. Children of NRIs/OCIs/PIOs from other Indian States or Union Territories.
v. Real brother or sister of the candidate who is an NRI.
vi. First-degree relatives who are NRIs and meet the following conditions:
Must be the nearest relation (as per blood relation definition).
Includes:
- Real uncle/aunt (paternal or maternal)
- Grandparents (both paternal and maternal)
- First-degree cousins (paternal or maternal)
Must be ordinarily residing abroad.
Must have acted as a guardian and provide valid documentary evidence of guardianship.
vii. Foreign Nationals are considered only after exhausting the list of NRIs/PIOs/OCIs.
Fee Payment Condition:
- NRI students opting to pay the course fee in installments must provide a Bank Guarantee or Surety Bond for the balance fee amount.
Haryana NEET PG Counselling 2025 Registration Process
The entire admission and counselling process for MD/MS/PG Diploma programmes in Government, Government-aided and Private Medical Colleges (SGT and Al-Falah University are included) will be conducted online on the official counselling portal.
Step 1: Go to the Official Website.
- Candidates need to go to the Official counselling website (https://uhsr.ac.in or) the admission web portal given by the University for NEET PG admissions.
Step 2: Register Online.
- Candidates have to click on the “New Registration” link given in the NEET PG 2025 counselling tab. They will need to fill out a few basic personal details as given below:
- Name (As mentioned in NEET PG Admit Card)
- NEET PG Roll Number
- NEET PG Rank / Score.
- Mobile Number and Email ID.
- They will also need to create a Login ID and password for getting back to their counselling portal later.
Step 3: Input Personal Details and Academic Details:
When Candidates have logged in successfully, they will need to fill out the entire application form by adding:
- Personal details: (date of birth, gender, category, etc)
- College or institution when enrolled in MBBS and MBBS Internship details
- Domicile/residential details of State
- Registered with Medical Council (State/NMC)
They should check that everything is accurate and corresponds with their official documents and papers.
Step 4: Upload Documents
- Candidates must upload scanned copies of the required documents in the specified format (JPEG/PDF).

- NEET PG 2025 Scorecard
- MBBS Degree / Provisional Certificate
- Internship Completion Certificate

- The candidates must fill up the preferences in order of preference and lock the preferences before the due date.
- Once the preferences are locked, they can’t be modified afterward.
Step 7: Merit Score and Seat Allotment
- Based on the NEET PG 2025 rankings, a Haryana State Merit List will be prepared.
- A seat will be allotted by merit, preferences filled and based on availability of seats.
- The provisional result will be released on the official website.
Step 8: Document Verification and Reporting
- All the candidates who have been allotted a seat are required to appear in person at Pt. B.D. Sharma UHS, Rohtak for document verification.
- Candidates must carry all the original documents and two sets of self-attested copies for verification.
- Candidates must also pay the admission fee according to the fee structure of the institutions.
Haryana NEET PG Counselling 2025 Registration Fees
To participate in the counselling process, candidates must register online through the official admission portal. During registration, a non-refundable registration fee must be paid as per the candidate’s category. This payment confirms the candidate’s eligibility to fill in choices and take part in seat allotment.
