Karnataka NEET PG Counselling 2025 is overseen by the Karnataka Examinations Authority (KEA), located in Bangalore, for the Government of Karnataka. The counselling process is for the purpose of admissions to Postgraduate Medical (MD/MS) and Dental (MDS) degree and diploma courses 2025-26. The Admissions Process will take place in accordance with the Karnataka Conduct of Entrance Test for Admission to the Postgraduate Medical and Dental Courses and as per the NMC, DCI and Ministry of Health and Family Welfare, Government of India directives.

Only candidates who have qualified NEET PG 2025 with the required minimum percentile will be eligible to register and participate in the counselling process. Non-Karnataka candidates would be eligible only under the general category if they have qualified NEET PG with the required national eligibility cut off percentile, and are not eligible for state reservation benefits.

In the 2025 admission session, medical colleges in the state shall fill 50% of the seat share through the Karnataka Examinations Authority (KEA), and the remaining 50% of the seat share through the All India Quota (AIQ) through the Medical Counselling Committee (MCC). The registration and fee payment process for online counselling ended on 17 October 2025 at 11:00 AM and will be followed by verification of documents according to the schedule notified by KEA.

Karnataka NEET PG Counselling 2025 Eligibility Criteria

Candidates seeking admission through Karnataka NEET PG Counselling 2025 must meet the eligibility norms prescribed by the Karnataka Examinations Authority (KEA) and National Medical Commission (NMC). The eligibility is based on educational qualification, internship completion, nationality, and category of seats applied for. Only candidates who have qualified NEET PG 2025 with the required minimum percentile are eligible to participate.

Karnataka NEET PG Counselling 2025 Registration Process

Karnataka Examinations Authority (KEA) is responsible for NEET PG Counselling 2025 on behalf of the competent authorities and universities in Karnataka, which provides admission into MD, MS, MDS, and PG Diploma courses in all government, private and deemed universities within Karnataka. The entire process will be conducted online and no paper form or offline mode will be provided. Only candidates who have qualified NEET PG / NEET MDS 2025 with prescribed minimum cutoff score shall be eligible for registration.

Steps for Registration as an Online Process: 

  • Candidates must visit the KEA website and register/make a profile as per the NEET PG/MDS 2025 Roll Number. 
  • The candidate details like name, date of birth, NBE NEET Score tabulation number etc will be auto-fetched from NBE Data. 
  • Candidates will then be required to verify the mobile number used for registration with an OTP sent to the registered NBE number.
  • Then, candidates will be required to input all relevant candidate details such as Eligibility clause code, category, PwD status, Educational Qualification, etc.
  • Lastly, candidates will upload their photograph, left thumb impression and signature.

Karnataka NEET PG Counselling 2025 Procedure

Karnataka Examinations Authority (KEA) is responsible for conducting the counseling for allotment of PG Medical seats as mandated in the Karnataka Entrance Test Rules and latest guidelines from the Government of India, NMC, DCI, and the Hon’ble Supreme Court of India.  All admissions are made online and are centralized for seat allotment based on NEET PG 2025 Merit.

Seat Allotment Process 

  • The government of Karnataka will publish the seat matrix (college wise, course wise, and category wise) on Kea’s website after the issuing of government orders.
  • The seat allotment is based on the NEET PG Merit, seat reservation roster, and preference options made by the candidate.
  • Allotment will be done in multiple rounds (e.g. First Round, Second Round, Mop-up Round and a Stray Vacancy Round (if seats are remaining). Each of these are its own round, and may be referred to as First Round, Second Round, Mop-up and/or Stray Vacancies in the KEA announcements.
  • This process is completed through a single automated iteration system, where each candidate’s highest available choice is assigned in the NEET PG order of merit.

Seat Allotment Logic

  • Seats will be allotted to applicants based on their rank, category, and priority of the preference options provided by the applicants.
  • If no maximum or choice option is available in the General Merit (GM) category, the booking will check under Hyderabad-Karnataka category (GMH), and then through the other reserved categories in accordance with the roster priority.
  • This ensures that all candidates are allotted the best possible seat available within their eligibility.

Post-Allotment Procedure (Choice Selection)

After the first allotment outcome, students will log in to the KEA web-portal and make one of the following four selections: 

  • Option 1: Candidate is completely satisfied with the seat allotted to them, pays the needed fees, provides original documents, downloads the admission order, and reports to the college. They will not be allowed to participate in subsequent rounds. 
  • Option 2: Candidate is accepting the seat allotted to them, but would like to be considered for the next round for upgradation. The Round 1 seat will be held provisionally until the next round. 
  • Option 3: Candidate is not satisfied with the seat and returns it for consideration for the next round. Original documents will be required to remain eligible. 
  • Option 4: Candidate is declining the seat and exiting the counselling process. Candidate will not be allowed to consider participating in the subsequent rounds. 

If no option is selected within the amount of time given, the allotment of the seat will automatically be cancelled. 

Second Round of Counselling 

  • The second round of counselling will be conducted for vacant, surrendered and any newly added seats offered after the first round. 
  • Any student who selected Option 2 or Option 3 in the first round, or was not allotted a seat, will be able to participate after providing original documents. 
  • Candidates that selected Option 1, or failed to submit documents or fees will not be able to participate.
  • Once allotted a seat in Round 2, candidates must pay the fee and report compulsorily; otherwise, legal action may be initiated for seat blocking.

Mop-up Round (Third Round)

  • Conducted if seats remain vacant after Round 2.
  • Only candidates who have not been allotted any clinical seat in previous rounds can participate.
  • Candidates allotted pre or para-clinical seats can participate for clinical seats only, but must not report to their earlier college before the Mop-up.
  • New options must be entered afresh for the Mop-up round; previous round options will not be considered.

Stray Vacancy Round

  • Conducted only if seats remain after the Mop-up round.
  • Allotment is made strictly based on merit and availability, and reporting is mandatory within the specified timeline.

Karnataka NEET PG Counselling 2025 Seat Cancellation & Forfeiture Rules

Karnataka Examinations Authority (KEA) has complete set of regulations and financial penalties for candidates who cancel, relinquish or withdraw from their PG Medical or Dental seats once the seat has been allotted. These rules have been put in place to enforce seat discipline, discourage the wilful wasting of seats after allotment, and to create a fair process of counselling.

Other Important Rules

  • All fees paid at the time of admission are forfeited upon cancellation.
  • Non-in-service candidates who cancel after the last date of admission are barred for 3 years from taking any PG Medical or Dental seat (including management quota).

A. There will be four rounds of counselling, which will include Round 1, Round 2, Mop-up Round, and Stray Vacancy Round. Each of these rounds will be conducted to fill remaining seats, or newly added seats, in accordance with the government seat matrix.

Q. What are the procedures of seat allotment during Karnataka NEET PG Counselling?

A. Seat allotment will take place online as per NEET PG rank, chosen category, seat matrix and candidate’s choices. Seat allotment will be made by an automated process, so that candidates will be allotted a seat based on either merit, and available ranks in the seat matrix, from most to least preferable.

Q. What are the options after seat allotment?

A. After receiving an allotment, candidates must choose one of the following options:

Choice 1: Accept the allotted seat, pay the fee, and report to the college (no further participation).

Choice 2: Accept the seat but remain eligible for upgradation in the next round.

Choice 3: Reject the seat and participate in the next round of counselling.

Choice 4: Decline the seat and exit from the counselling process entirely. If a candidate fails to choose any option within the given time, the seat allotment will be automatically cancelled.
