MCC NEET PG Counselling 2025 marks a key step for postgraduate medical aspirants across India. MCC is responsible for conducting counselling for 50% All India Quota (AIQ) seats of all states (except Jammu & Kashmir unless they contribute seats), 100% seats of Central Universities such as AMU, BHU, University of Delhi, and other Central Institutes, 100% seats of Deemed Universities, 50% AIQ PG seats under ESIC (for wards of insured persons), and all PG seats in Armed Forces Medical Services Institutions (for registration only).
It also covers seats in Central Institutes like VMMC & Safdarjung Hospital, ABVIMS & RML Hospital, and ESIC PGIMSR, Basaidarapur, including both AIQ and IP University quotas. The NEET PG counseling is conducted in a multi‐round, structured approach. The rounds will be Round 1, Round 2, Mop‐Up (often referred to as Round 3) and a Stray Vacancy round.

MCC NEET PG Counselling 2025: Instructions for Filling Online Application Form
Before candidates begin the registration process, they must read and follow all instructions provided carefully from the Medical Counselling Committee (MCC). The submission of the Online application for the MCC NEET PG Counselling 2025 is a major step in the admission process, which must be completed correctly to avoid disqualification or technical issues later on.
- The email ID and mobile number submitted at the time of NEET PG 2025 registration with NBE will automatically be used in the MCC counselling registration. The portal will pre-fill these details on the MCC, which is why all formal communication surrounding the MCC process, such as OTP notifications and communications on updates, and notifications of seat allotment will be sent to the email ID and mobile number which was registered.
- Change of registered email or mobile number after registration will not be allowed under any circumstances. MCC will not entertain complaints related to modification of these details.
- Candidates are strongly advised to use a laptop or computer with the latest version of Chrome, Internet Explorer, or Firefox and a stable internet connection while completing registration and choice filling to prevent technical errors.
- The registration window will be available only at the beginning of each counselling round—Round 1, Round 2, Round 3, and the Stray Vacancy Round. No late registration requests will be accepted once the deadline closes.
- If candidates have successfully confirmed their admission at their allotted college or institute, original copies of all documents must be presented for verification and confirmation. If the original documents are not presented, however, that seat will no longer be valid.

MCC NEET PG Counselling 2025: Round-wise Counselling Process
MCC NEET PG Counselling 2025 is organized online by the Medical Counselling Committee (MCC), Directorate General of Health Services (DGHS), Ministry of Health & Family Welfare. The counselling will be held in four rounds — Round 1, Round 2, Round 3, and Stray Vacancy Round — for MD, MS, and DNB seats under 50% All India Quota (AIQ), Deemed Universities, Central Universities and AFMS Institutions.
Round 1 Counselling Process
The counselling for Round 1 comprises the following stages:
- Registration and Fees Payment – Candidates have to register online and pay a non-refundable registration fee and refundable security deposit (which is refunded to the same bank account that was used to pay the fees)
- Choice Filling and Locking – Candidates make a selection of courses and colleges in their order of preferences. Choices have to be locked before the deadline.
- Seat Allotment – MCC carries out the allotment of seats based on NEET PG ranks, choices filled, and reservation criteria.
- Result Declaration – The results of the Round 1 allotment of seats is published on the MCC official website.
- Reporting to the allotted College – Candidates have to visit the allotted institute physically along with original documents for verification and admission confirmation purposes.
- Free Exit Option: Candidates who were allotted seats in Round 1 are given the option of free exit and are allowed to participate in Round 2 directly without losing their registration fees.
- Willingness to upgrade: Candidates who are happy with their allotment offer but would like to upgrade can express their willingness to upgrade at the time of physical reporting.
- Non-Allotted Candidates – Those not allotted a seat in Round 1 can directly participate in Round 2 without fresh registration.
Round 2 Counselling Process
- Eligibility – Candidates with registration in Round 1, but without allotment, can participate directly.
- Fresh Registration – For NEW candidates who did not register in Round 1.
- Choice Filling and Locking – Candidates lock fresh choices for Round 2.
- Seat Allotment & Result Publication – Seat allotment results are shared on the MCC portal.
- Physical Reporting – Candidates must reach the Allotted Medical college along with Original documents.
- Upgradation Process – Candidates upgraded from Round 1 have to relieve themselves from the previous college, and it is required to join the allotted Medical college, upgraded medical college from previous allotment.
- Fresh Registrant – Fresh registrants who were NOT allotted a seat can participate in Round 3 without checking in next Round.
- Claim for Previous seat – Candidates upgraded in Round 2, cannot claim the Round 1 seat.
Round 3 Counselling Process
- Eligibility – Fresh registration is allowed for:
- Candidates not registered in Round 1 or 2.
- Candidates who resigned after Round 2.
- Candidates who exited with forfeiture of fees.
- Choice Filling and Locking – Fresh choices must be entered and locked.
- Seat Allotment and Result publication – The result for Round 3 is shared on MCC website.
- Physical Reporting – Candidates report to the assigned institute after Round 3 allotment along with the original documents from all Government institutions and/or registered medical colleges.
- Upgradation and Joining rules – All alloted candidates in Round 3 are required to follow these joining and allotment rules.
- Upgrading candidates must relieve from Round 2 before joining in Round 3.
- Joining in Round 3 means NO relieving or Upgrading from round 3.
- Non-Joining Consequences – If a candidate is not able to join in Round 3 once allotted, the security deposit will be forfeited, and the candidate will be ineligible to participate in all future MCC rounds.
Stray Vacancy Round
- Fresh Registration and Choice Filling – Candidates must register afresh and fill new choices. Choices from previous rounds are not considered.
- Eligibility –
- Candidates not holding any seat from AIQ, State, or Deemed rounds.
- Candidates who did not participate in earlier rounds.
- Candidates allotted but not joined in Round 3 are not eligible.
- Data Verification – MCC and States share joined candidate data to remove duplicates before seat processing.
- Seat Allotment – Conducted online through software as per merit and availability.
- Reporting – Candidates allotted seats must physically report and join; failure to do so results in forfeiture of the security deposit.
- Deemed Universities – The Stray Vacancy Round for Deemed Universities will also be conducted by MCC.
MCC NEET PG Counselling 2025: Result and Admission Process
MCC NEET PG Counselling 2025 is conducted on the basis of the merit list of qualified candidates published by the National Board of Examinations (NBE). The entire counselling process conducted by MCC is online and automated through MCC’s secure and safe software programme to maintain transparency and merit-based seat allocation.
Result Regulation
- Publishing Results – In every round of counselling, MCC provides a provisional result for candidates and institutions for verification purposes. The result will be based on merit, preferences and eligibility of the candidates.
- Reporting – If there is any discrepancy in the provisional results, the MCC will provide an opportunity to the candidates to report it so that correction can be made before the final result is published.
- Final Result – The MCC will publish the final allotment list on the MCC website (www.mcc.nic.in) after verification purpose of provisional result. The provisional result is only indicative and cannot be used in any legal or admission purpose.
- Allotment Letter – After the final result is published, candidates will get option to download allotment letters from the MCC website.
- Reporting for Admission – Candidates have to report to the allotted colleges within the scheduled date and time, if they are satisfied with the allotment letter in order to complete the admission process.
- Nature of Allotment – The admission process is provisional as the seat allocated will be finally confirmed at the college or institute to which candidates have been allotted after verification of original documentation of the candidate by the institute / college authorities.
Admission Process
Candidates satisfied with their allotted seat must report to the allotted medical or dental college for document verification and admission. The following original documents are mandatory at the time of reporting:

				A. If you don’t want your seat to be upgraded, do not fill any fresh choices in Round 2. In that case, your Round 1 seat will be retained.

				A. You can retrieve your password by entering the registration details, answering the security question, and creating a new password. MCC or NIC cannot retrieve your old password, so it is advised to remember and safely store it until the admission process is complete.
