Candidates need to be aware that there is only one opportunity to fill their choices in each round. Hence, make sure to do a proper analysis of past cut-offs, available number of seats and the choices the candidates would like before locking the options. Once a choice is locked, they cannot be changed or altered.
If a candidate does not fill choices and lock by the deadline, they may lose the chance of securing a seat in Round 2. Therefore, aspirants are recommended to stay awake at all times, plan and fill and lock their choices in way before the deadline of 16th September 2025, to avoid last-minute issue.

In Round 2 of Uttarakhand NEET UG Counselling 2025, choice filling & locking is an important process that allows applicants one final opportunity to select their preferred MBBS/BDS colleges and courses. Whether new applicants, previously registered applicants, or an applicant who registered with the intention to upgrade their seat; this is the time to fully consider your choices of institutes and courses, as your choices will be the main basis for the final allotment, along with your rank, and the availability of seats.
Applicants will need to choose and lock their choices online within the official window provided by HNB Uttarakhand Medical Education University. You don’t want to miss out on this chance, as you may well miss an opportunity to attain your preferred university/college, or you may be allocated a less preferred college, based on your choices submitted. Eligibility for participation in the 2nd Round of Counselling
The following candidates are eligible to participate in the 2nd round of counselling:
- Candidates who did not register in the 1st round of counselling and now wish to participate for seat allotment in the 2nd round.
- Candidates who registered in the 1st round of counselling but were not allotted any seat.
- Candidates who were allotted a seat in the 1st round by the Board, reported for admission within the stipulated time, and now wish to participate for seat upgradation in the 2nd round.
- Candidates who were allotted a seat in the 1st round by the Board but did not take admission within the stipulated time and now wish to participate again for seat allotment in the 2nd round.
Note:
If a candidate registered in the 1st round does not wish to participate in the 2nd round of counselling or is satisfied with the seat allotted to him/her earlier, then such candidates are advised not to register again/submit fresh choice filling for the 2nd round. This will ensure that the already allotted seat is allotted to other eligible and deserving candidates as per merit.

Login to Counselling Portal
- Candidates who had already applied (either as new or previous applicants) had to log in to the official HNB Uttarakhand Medical Education University counselling portal (https://ukmec.uk.gov.in) using the registered credentials.
Go to Choice Filling Section
- After logging in, the candidates had to click on the “Choice Filling & Locking” option for Round 2.
View available Colleges & Courses:
- Eligible candidates will be displayed a variety of MBBS and BDS seats available under State Quota and All India Open Quota.
Select Preferences
- Candidates must choose colleges and courses in the order of their preference.
Multiple options can be filled, and it is advisable to include as many preferred choices as possible to increase the chance of allotment.
Arrange & Reorder Choices
- Use the “Move Up/Move Down” option to rearrange the selected preferences in order of priority.
Save Choices
- After selecting and arranging preferences, save the filled choices. This can be modified multiple times before the deadline.
Lock Choices
- Final submission is done by locking the filled choices.
- Once locked, no further changes can be made.
- Candidates must download and keep a printout of the locked choices for reference.
Allotment Based on Choices
- The final seat allotment will be done as per NEET UG 2025 rank, category, seat availability, and choices filled.
