Haryana NEET Counselling Seat Matrix is the distribution of available MBBS and BDS seats across government and private medical and dental colleges in the state. This seat matrix is important for candidates participating in the counselling process, as it helps them identify the number of seats allocated for various categories, such as General, SC, ST, OBC, and EWS, among others. The seat matrix also indicates the seats reserved under different quotas, including state quota, management quota, and NRI quota.
Counselling Registrations - State Quota
Step 1: New Registration:
- Click on the "New Registration" or "Fresh Registration" link on the website (https://dmer.haryana.gov.in/).
Step 2: Personal Information:
- Carefully fill in your personal details like name, date of birth, gender, category, contact information, etc. Ensure accuracy to avoid complications later.
Step 3: Academic Details:
- Enter your NEET 2025 roll number and score. Have this information readily available.
Step 4: Upload Documents:
- Scan and upload the required documents as per the official list. This might include your NEET scorecard, mark sheets, certificates, and domicile proof (if applicable).
Step 5: Fee Payment:
- Pay the registration fee online using a credit/debit card or net banking. The fee amount depends on your category.
Step 6: Submission:

Counselling Process/Admission Process - State Quota
State Quota counselling for MBBS/BDS courses in Haryana is conducted by Pt. B D Sharma University of Health Sciences, Rohtak. The university conducts multiple rounds of counselling, including the first round, second round, third round, and a stray vacancy round. Fresh registration is opened before each round of counselling. For more details, you can visit their official website at uhsr.ac.in.
First Round Counselling
- Online Process: The first round of counselling is conducted online, and it is a free exit round. If you are allotted a seat but do not wish to join, you can leave it without any penalties and still be eligible for subsequent rounds.
- Document Verification: If you decide to join the allotted seat, you must verify your documents at the specified time and place by the counselling authority and pay the tuition fees online.
Second Round Counselling
- Purpose: The second round aims to fill the vacant seats left after the first round. This round is also conducted online.
- Seat Upgradation: Candidates who were allotted a seat in the first round have the option to upgrade their seat in the second round by filling in their preferences again. If they choose not to upgrade, they can retain their first-round seat.
- Fresh Allotment: If a new seat is allotted in the second round, document verification and fee payment must be completed online.
- Eligibility: Candidates who registered for the first round do not need to re-register but must express their willingness to participate in the second round. A fresh security deposit is required based on the type of seat and institute chosen.
Third Round Counselling
- Purpose: The third round fills the seats left vacant after the second round and is also conducted online.
- Eligibility: Candidates who joined seats in Round-1 or Round-2 can participate in Round-3. Those who did not participate in Round-2 can also participate in Round-3.
- Preferences: Candidates must submit fresh preferences for the seats they wish to upgrade to.
- Security Deposit: A new security deposit is required for participation in the third round if the candidate wishes to upgrade their seat.
Stray Vacancy Round
- Purpose: This round is conducted to fill any remaining vacant seats after the third round of counselling.
- Eligibility: Candidates who have already joined any seat through All India Counselling or any state counselling are not eligible for this round. No upgradation is allowed in this round, and candidates must provide an undertaking regarding their participation.

- Matriculation/High School Certificate (10th) or its equivalent certificate as proof of date of birth.
- 10+2/Intermediate/Senior Secondary School Examination Certificate & Detailed Marks Sheet.
- Character Certificate issued by the school/institute last attended.
- Resident Certificate issued by competent authority of the State Government (if applicable).
- Certificate of Bonafide Resident issued by competent authority of the State Government (if applicable).
- Caste Certificate issued by competent authority of the State Government (if applicable).
- Certificate of Disability with respect to Benchmark Disabilities issue by Notified Centres notified by NTA or Disability Certificate issued by Medical Board at PGIMS Rohtak.
- Certificate of Dependent of Freedom Fighters issued by competent authority of the State Government (if applicable).
- Certificate of ESM issued by competent authority of the State Government (if applicable).
- Income Certificate (for BC Category students) issued by competent authority as per State Government Notification.
- Income and Asset certificate for EWS Category candidates.
- Affidavit to show Minority status.
- Print out of Online Application form.
- Provisional Allotment letter.
- Proof of identification Aadhaar card / PAN Card / Driving license /Passport / Voter ID/Ration Card/any other (any two).

Bond Policy
Government of Haryana has introduced a “Service Incentive Bond” to encourage MBBS graduates to opt for government service after completing their MBBS degree. This bond requires graduates to serve in government medical facilities, with the bond amount being determined based on the type of institution they graduate from and gender, with a 10% concession provided to female candidates.
